Clatsop County is conducting a Request for Proposals for construction of a new fueling station with associated deep foundations at our new jail located at 1250 SE 19th in Warrenton, Oregon. Questions and requests for interpretations shall be directed to: Dean Keranen, PE, County Engineer 1100 Olney Avenue Astoria, OR 97103 Phone: 503-325-8631 roads@clatsopcounty.gov Clatsop County Public Works Department is conducting a Request for Proposals for construction of a new fueling station with associated deep foundations at our new jail located at 1250 SE 19th in Warrenton, Oregon. Due to the poor soils in the area, the fuel pad has already been designed and a preliminary site plan has been developed. The fuel pad is proposed to be concrete with piles supporting the pad. There is an option for either augercast piles or driven steel piles. The fuel tank has been purchased and is on-site. 1. Design, procure, install, and test all new fuel tank system and components as described herein. The Contractor will be responsible for all necessary permits and approvals. Provide all equipment, materials, labor and incidental work necessary to complete the project. 2. Contractor will comply with all OSHA safety guidelines. 3. Contractor is responsible for all foundation excavation. Spoils from excavation must be hauled away. 4. Contractor to design and install the drainage system for the pad per the preliminary plan. County can provide all necessary topographic surveying as well as necessary construction staking. 5. Contractor to construct the fuel pad and deep foundations per the design plans by Pace Engineering and geotechnical reports by PBS. 6. Contractor shall contract with PBS to observe pile driving activity. If Contractor intends to use augercast piles, then the Contractor shall contract with Pace engineering for inspection services. Contract with Pace Engineering for submittal reviews and required inspections for pad construction. 7. Contractor is solely responsible for accurate, good quality workmanship in constructing the fuel pad in conformance with these drawings, details referenced in the drawings as well industry standards. See design plans for additional notes and instructions. 8. Installation of the provided fuel tank with earthquake restraints to the fuel pad per local seismic requirements. The fuel tank is existing and on site. Fuel tank information is included in this request for proposals. 9. Install lighting as required to meet an average of 12.5 footcandles (horiz) and range of 10-15 footcandles (vert) at the gas pumps an average of 20 footcandles (horiz) and 10-40 footcandles (vert) at the fuel island terminal unless recommended otherwise by the appropriate authority. There are existing lights on the wall on the north side of the project but their adequacy is unknown. 10. Conduit to be provided from the County Jail network room (C105) to the island with additional conduit to any light poles installed for the purpose of the County installing cameras. Conduit work to be coordinated with the County IT Department. Separate conduits shall be used for low voltage and high voltage wiring throughout the project. 11. Electrical hookup location to be coordinated with County's project manager. 12. The fuel storage tank and related equipment shall be installed per the most current version of the Motor Vehicle Fuel Storage and Dispensing Guidelines, prepared by the Oregon State Fire Marshall. 13. The tank shall have leak detectors, and devices to prevent overfills including an overfill alarm and overfill shutoff valve as well as a fuel level gauge. 14. Fuel delivery system providing one location on each side of the tank and a minimum of two (2) separate hoses for gasoline with the option of adding two (2) additional hoses for Diesel in the future. Fuel delivery system providing one location on each side of the tank. Each pump to have one hose with the option to add a secondary hose for diesel at a later date. 15. Provide fuel piping to a location outside of the concrete pad for potential future connection for Diesel fuel. Provide additional conduits for future electrical work. 16. Procurement and installation of fuel pumps. 17. Contractor shall meet with County's Project Manager to finalize exact location of the Fueling Stations and the tank filling location. Bollards Installation of 4-inch concrete-filled metal pipes per the included preliminary site plan and fire department requirements. Approximately 26 bollards will be required. 18. Installation of safety grate steps (with platform) to access top of fuel tank for filling and access. Steps need to be anchored to concrete pad. These were purchased with the tank and will be provided to the contractor. 19. Furnishing and installing the necessary fuel piping, valves and other appurtenances to serve the new fuel pump(s). Trench restoration in paved areas, if required, will include at a minimum; 5" of Level 2 - 1/2 " HMAC, 4" of 3/4 "-0" leveling rock and 12" of 4"-0" base rock. 20. All necessary plumbing and utilities work to render new facility complete and useable upon project completion. 21. All necessary Decals, Signs and Placards. 22. Completion of all work in accordance with all applicable federal, state, and local requirements. 23. Connection to and installation of an emergency shut off switch. 24. Island terminal shall be a Petro Vend 200 Fuel Island Terminal and Pedestal, or approved equal with an FSC3000 Site Controller. Any approved equal shall be compatible with the County's existing fueling network, Phoenix Sql, and OPW Fuel Management Systems FSC3000 Fuel Site Controller. An additional software license for operation on our system will need to be included 25.Drive Aisle Paving to be 5" of Level 2 - 1/2 " HMAC, 4" of 3/4 "- 0" leveling rock and 12" of 4"-0" base rock over geotextile fabric. Internal islands shall be a minimum of 10" of 3/4"-0" crushed rock. Hydroseed other areas exposed during construction. 26.Contractor is responsible for obtaining all required permits including but not limited to building, plumbing and electrical permits. 27.Upon completion of construction, contractor shall remove all temporary appurtenances used for the project. 28.The Contractor shall provide appropriate training of County staff during installation and prior to final payment. The Contractor needs to recommend the amount of training appropriate for this project. 29.In addition to the Contractor's statutory obligations for Warranty, the Contractor shall replace, at his own cost, any portion of the completed fuel system that fails in service more than two times in a single month for the first twelve months of operation.
