The Town of Garner invites qualified graphic designers or graphic design firms to submit proposals for graphic design services for system-wide parks and recreational signage. Through a service contract, the selected vendor will provide design guidelines and technical specifications for future park and wayfinding signs through out the Town's parks and recreation network. This Request for Proposals ("RFP") provides detailed information on the services sought, the submittal requirements, and timeline. Please note that the Town will pursue fabrication and installation of signage separately and as such these services are not part of the scope of work of this RFP. The Town of Garner has identified a lack of consistent wayfinding signage across its parks system, detracting from the visual appeal of the parks and impacting visitors' experience. A preliminary signage plan has been drafted by Town staff to identify the need and establish goals for the project. The primary goal of the project is to have a unified wayfinding system that visually identifies the Town of Garner Parks and Recreation facilities, providing guidance to visitors about the amenities in the parks, specific rules and regulations, and interpretive signage as appropriate. Eliminating sign redundancy and reducing the visual clutter caused by unnecessary or deteriorated signage is an important objective of the project. Contract Time : The Contract time for this project shall be one hundred twenty (120) consecutive calendar days from the effective date of the notice-to-proceed. Submission of a proposal for this RFP indicates that the successful proposer will secure and maintain in force for the duration of the project insurance with a minimum A.M. Best "A" rated carrier. The successful proposer shall not begin work until it has given the Town evidence of all required insurance coverage (including all additional insured endorsements) and the Town has issued a formal Notice to Proceed. Prior to entering into a contract, the successful proposer must submit a certificate of liability insurance with the Town of Garner named as additional insured and meet the following liability limits (a, b, & c): a. Comprehensive Automobile Liability: Bodily injury and property damage liability of at least $1,000,000.00 for each occurrence covering all owned, non-owned, and hired vehicles. b. Comprehensive, General Liability: Bodily injury and property damage liability limits of at least $1,000,000.00 for each occurrence/ $2,000,000 aggregate. Such insurance must include contractual liability, personal injury hazards A, B, and C, broad form property damage, environmental, and products/completed operations. c. Worker's Compensation: Coverage A - Statutory. Coverage B - $1,000,000 Accident/$1,000,000 Disease- Policy limit/ $1,000,000 each employee. The lowest proposal price will not necessarily be accepted. The Town reserves the right to reject all bids / proposals, award the agreement, interview proposers, negotiate the specific terms of the agreement and make other adjustments as required in consultation with the successful Contractor(s).
