The Town of East Montpelier is seeking the services of a qualified contractor to pave Towne Hill Road this Summer asap. Towne Hill Road: Cold-plane existing pavement, full width, to a depth of 2 1/4". Resurface with a 3/4" Shim and 1 1/2" Overlay for a combined 2 1/4", (Type IV). Shoulder gravel will be placed along the full length of the project to back the new edge of pavement. Total Length: 7775' (approximately) Project Limits are from a joint marked at the intersection with US 2 and stopping at a point marked by house number #1920 Towne Hill Road. Average Width: 23'6" *Additional work includes: o Cherry Tree Hill Road to be paved with a combined 2 1/4" shim and overlay (Type IV) (approximate measurements: 470' L x 21'6" W) o Deerfield Lane to be paved with a 3" lift over the existing gravel (approximate measurements: 20' L x 40' wide (Type IV) o Driveway Apron Paving: Asphalt for paving the aprons will be included in the overall HMA tonnage. The Town requests 2' aprons on all drives with the following exceptions: o The Town has identified a need for 5' aprons at four locations with higher traffic volume/larger truck traffic. o Paving to tie into all other existing Intersecting Side Road joints. All work must be completed on or before November 1st, 2024, using the following specifications: 1.Cold-planing Operations o After completing the grinding of the roadway, any joints connecting to existing pavement must be ground back using skid steer mounted planer or its equivalent. o Contractor must include a pickup broom for the cleanup of any grindings/ dust and must have an adequate water system. The price for this shall be included in the price for cold-planing. 2.Paving Operations o Hot Mix Asphalt must be a VOAT approved, Type IV leveling course and Type IV wear course. o The Asphalt plant providing the Hot Mix Asphalt must have a current certification from VAOT. o Asphalt mix must come from the same plant and come at a rate to achieve a constant flow of material. o The number of trucks supplying the paver will be adequate to ensure a constant flow of material. o No HMA will be accepted that arrives to the paver at a temperature less than 250 degrees Fahrenheit o Asphalt trucks must be equipped with the VAOT tarp specification for hot mix transportation. o A designated truck cleanout area will be provided. No trucks will cleanout on the project lay down area. It is the responsibility of the Contractor to inform all trucks of the location of the cleanout areas. o A minimum of (2) Asphalt Rollers must be used, (1) steel and (1) rubber-tired weighing a minimum of 8 tons each. o A tack coat of Type RS-1 must be applied between coats with a truck that is capable of spraying various widths and capable of applying 0.030 gallons per square yard. o There will be no A.C. price adjustment. 3. TRAFFIC CONTROL o The Contractor will supply all necessary traffic control and must be MUTCD compliant o The Contractor will supply and install Line striping targets at maximum 100' spacing upon completion. Proposals are to be submitted showing an installed Per Ton unit for paving, a Per Square Yard unit for cold planning and a Per Ton unit for aggregate shoulders. Total pricing for each item are to be included and a Total For All Work must be shown. The Town has the right to refuse any or all proposals and the job may not be awarded to the lowest price contractor. The Town reserves the right to waive informalities in or reject any and all bids or to accept bids deemed in the best interests of the municipalities. The total contract value awarded in this offering is subject to change due to available funding. All contractors must supply a certificate of insurance naming the Town of East Montpelier as additionally insured.
