The Project includes the following Work: Replacement of a failed corrugated metal pipe arch with a precast concrete box culvert. The replacement culvert includes precast concrete wingwalls and cutoff walls, and cast-in place concrete headwalls and closure pours. Work generally includes but is not limited to excavation, temporary sheeting, backfilling, grading, demolition of abandoned concrete substructures, cofferdams and dewatering, wetland and general site restoration, installation of guide rails, installation of instream structures, and installation of new asphalt pavement. Bidders are advised that the Owner will be furnishing the precast concrete culvert, wingwalls, and cutoff walls. Delivery of these elements to the site is anticipated by late-September 2024. Bids are requested for the following Contract: Contract No. 1 : Culvert Replacement Owner anticipates that the Project's total bid price will be approximately $700,000.00. The Project has an expected duration of 120 calendar days following issuance of a Notice to Proceed. This project has secured grant funding provided by a Water Quality Improvement Project (WQIP) grant administered by the NYS Department of Environmental Conservation. The Town of West Monroe encourages participation of qualified MWBE prime contractors, subcontractors, and suppliers on this project. MWBE goals applicable to all contracts as outlined in the Instruction to Bidders are 30%. The Owner reserves the right to reject any or all bids and to waive any informalities or defects in such bid either before or after opening. Pre-bid Conference A pre-bid conference for the Project will be held upon request. Attendance at the pre-bid conference, if one is held, is encouraged but not required. If a pre-bid conference is requested and held, all prospective bidders will be notified via addendum. Instructions to Bidders. Work under this Contract may generally be described to include, but not be limited to the following: Mobilization, stakeout of utilities, Dig Safely New York clearances, obtain State, Federal, Local, and other permits as required, field office, clearing and grubbing, coffering, bypass pumping, dewatering, sheet piling, excavation, protection of existing facilities, backfilling and compaction, removal of existing structures, installation of new box culvert, wing walls, headwalls, instream structures, grading and leveling, removal of temporary bridge structure, periodic and final cleanup, erosion and sediment control, and all work necessary to complete the culvert replacement project in accordance with the Contract Documents. The contractor is advised that the Owner will be responsible for final site restoration, guide rail, and asphalt pavement items as indicated in the Contract Plans. All work of this contract shall be coordinated with other Prime Contractors involved in the project. Al work shal additionally be coordinated with all other activities, construction, or others at each site throughout the progress of the work of this project.
