Construction Manager Services for parking and access improvements and relocation of the AppleHouse at the University of Minnesota Landscape Arboretum, located in Chanhassen, MN. Refer to the Request for Proposal documents (found in the Attachments tab) for full project details/requirements. The University of Minnesota Landscape Arboretum (UMLA) is undergoing exciting new enhancements to the 1,200 acre campus and is requesting Construction Manager at Risk (CMaR) services for two (2) projects. Issued as one (1) RFP, this Project will be split into the following two (2) separate projects along with their corresponding contracts, cost estimating services. The University has established a construction budget for the Cost of the Work in the TOTAL amount of $23,800,000 ($9,600,000 for PACE and $14,200,000 for AppleHouse). Values are in current dollars, no escalation. The PACE project needs to be completed prior to completion of the HWY 5 intersection at Minnewashta Parkway (scheduled for 2026). The PACE project has identified a recommended completion by the end by December 2025. The AppleHouse project schedule is contingent on program development with a current completion date of July 2026. Question Deadline 07/25/2024 at 12:00 PM CT Before submitting questions about the RFP via the Questions Tab, read and review the online Project no. 22-888-22-1669 Project Description (the Work) The University of Minnesota Landscape Arboretum (UMLA) is undergoing exciting new enhancements to the 1,200 acre campus and is requesting Construction Manager at Risk (CMaR) services for two (2) projects. Issued as one (1) RFP, this Project will be split into the following two (2) separate projects along with their corresponding contracts, cost estimating services, construction and payment applications: 1. Parking, Access, and Egress (PACE) (Project # 22-054-21-1333) 2. AppleHouse Relocation (Project # 22-888-22-1669) To best support the 600,000+ Arboretum visitors a year, the PACE project addresses a strategic alignment with expansion of the HWY 5 corridor (north edge of the Arboretum). The expansion of HWY 5 from a 2-lane highway to a 4-lane highway requires the relocation of the main Arboretum entry to shift 1,800 feet to west to align with a controlled / signaled intersection at Minnewashta Parkway. This will then shift the existing Arboretum entrance to become an exit only gate. This entry shift will fundamentally alter the arrival experience into the Arboretum. This project will tackle many complex aspects from traffic planning to stormwater management, while considering landscape design which addresses topography, viewsheds, road and path alignments, and plantings to curate the arrival experience. This project will require close coordination with the HWY 5 project to ensure it meets the timelines of the County to ensure success of both projects. In conjunction with PACE, the Arboretum has been analyzing the strategic relocation of the AppleHouse. The current AppleHouse is part of the Horticultural Research Center (HRC) grounds which is located north of HWY 5. The program / visitorship has outgrown its current building in which operational improvements are required to meet the growing goals and demands. Relocating the AppleHouse south of HWY 5 will allow the Arboretum to expand its current August-December operations (apples, gourds, holiday sales) to an extended seasonal experience (extended hours of operation, expansion of sale choices, new educational opportunities, destination events, improved visitor). To validate the complexity of the decisions for long term enhancement of the Arboretum, a select Conceptual Study (Planning) was commissioned in the winter of 2023-2024. This study wrapped in the current design status of the PACE project which was into Design Development along with the completed 2022 Predesign of the AppleHouse. The Conceptual Study further analyzed the visitor experience both as individual and combined experiences. This Study identified strategic updates to both projects which included revised arrival experiences for the PACE project and relocation of the AppleHouse to alternate location to address visitor availability / access. The Project scopes of services includes but not limited to: The PACE Project is contracted to Bolton & Menk (Civil Engineer) for Design Services. Bolton & Menk completed a Design Development package in July 2022. The 2024 Conceptual Study identified the requirement to reprioritize some strategic design elements from the current Design Development package in which the project is further realigning the goals with a reset to Schematic Design. The AppleHouse project is contracted to Alliiance (Architect) for Design Services. Alliiance completed an AppleHouse Predesign in August 2022. The 2024 Conceptual Study identified the importance in the consideration of an alternate site location, which will require an update to the completed Predesign package. The Arboretum has expressed requirement in providing lean construction impact. This essentially focuses on maintaining the natural landscape around these projects as much as possible (first priortiy). Focus on construction methodologies that can minimize the disturbed land to construct the projects. The CMaR will participate during design by integrating with the Architect's schedule / design process which will allow for live cost modeling. The CMaR will establish a Guaranteed Maximum Price (GMP) at the completion of the corresponding Desing Development Phases. Pending approval of the GMP, the projects will be approved for final design of the Construction Documents and Construction. The CMaR to develop, in conjunction with the Design Teams and the University, a construction schedule for both Projects based on material lead times and recommended construction periods / durations. The CMaR will further strategize with University on site development / management between the two (2) projects (soil management, traffic control, visitor experience,). The Projects are located within an active part of the Arboretum and adjacent to highly sensitive conditions which included but not limited to visitors (vehicular / pedestrian), K-12 programs, wildlife, natural resources / landscae, CMaR develop construction methods / logistic plans to mitigate impacts. The Projects also abut non University owned property which includes the City of Chanhassen, City of Chaska, and County highways in which the CMaR will be required to work closely with PSRE to ensure proper protocols / jurisdictional requirements are followed. The CMaR will work with the University of Minnesota Building Code Department (BCD) for permitting / inspections. Projects at the University are required to pay Prevailing Wages. The Projects are identified as standard tax based project, the University may consider a Material Purchase Agent Agreement (tax exempt) at the time of GMP establishment. Bolton & Menk is the Architect/Engineer of Record for the PACE Project. Alliiance is the Architect/Engineer of Record for the Applehouse Project. Project no. UM2003
