Site work and paving for a mixed-use development in North Richland Hills, Texas. Conceptual plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

In February 2024 the City of Richland Hills adopted a Glenview Corridor Master Plan to establish a policy and vision to guide future development in the 1.2-mile-long corridor from State Highway 26 to the eastern city limits (Jordan Drive). Existing right-of-way (ROW) in this corridor is approximately 60 feet wide, and the existing roadway is typically comprised of four eleven-foot-wide lanes with curb. The Master Plan has identified three potential reconfiguration scenarios for the roadway. The selected firm will provide am alternatives analysis of the potential reconfiguration scenarios to develop a recommended road design, including hybrid options, of the three conceptual options from the Master Plan. Once a configuration is selected by the City, the selected firm will develop a schematic, participate in public involvement, and ultimately develop plans and specifications for the project. The improvements include reconstruction of the existing roadway and parkway area with new fulldepth subgrade and pavement. Sidewalks and/or shared use paths will be constructed, and signals will be reconstructed as needed. City of Richland Hills subsurface public utilities including storm drain, water and sanitary sewer will be reconstructed in addition to the pavement. The existing bridge-class culvert over Calloway Branch will be reconstructed and/or widened. All reconstruction is expected to stay largely within existing ROW, though some additional ROW acquisition may be required. Scope of Work Description of Services to be Provided. The anticipated scope of services for this project shall include (but not be limited to) the following: o Alternatives analysis o Schematic development o Public engagement o Coordination with City staff to determine a preferred configuration o Environmental analysis o Boundary and topographic survey o Preparation of ROW documents to be used for acquisition o Subsurface Utility Engineering (SUE) and utility coordination o Geotechnical exploration o Pavement and foundation design o Hydraulics and hydrology o Bridge design o Stormwater analysis and design o Traffic projections and analysis o Signal warrant studies o Signal design o Illumination design o Roadway design o Pedestrian and bicycle facilities design o Water and sanitary sewer design o Construction phase services (not including construction, engineering and inspection (CE&I)). The City of Richland Hills (City) is accepting Statements of Qualifications from firms interested and qualified to perform the necessary engineering and supporting services required to develop plans and specifications for the reconstruction of Glenview Drive. All answers to questions for this RFQ will be posted on Public Purchase and the City's website by July 3 at 5:00 p.m. (CDT). Any addenda issued will also be posted on Public Purchase and the City's website and may be issued after the July 3 deadline for posting answers to questions. It will be the vendor's responsibility to check all information related to this RFQ on Public Purchase or the City's website before submitting. The City reserves the right to disqualify any prime provider or subprovider, or to place contractual limits on work or on personnel, if there is a conflict of interest that might affect or might be seen to affect the prime provider's or subproviders' duty to act solely in the interest of the City.
