Site visit is scheduled on Monday 15 July 2024 at 1300 MDT (1:00 PM Mountain Daylight Time). We will meet all interested parties at the Schriever Space Force Base Visitor's Center (1560 Enoch Road, Colorado Springs, CO 80912). Please note that sponsoring people on base might take a while depending on the volume of people trying to get on base that day so please be on time. 2. All interested parties should have 2 identification cards with them. If driving their own personal vehicle or company car, please make sure you have the most current and valid vehicle registration and proof of insurance. Please note that if you are driving a company car, an extra vehicle inspection is required. After getting your visitor's pass, you will have to drive to the West Gate (Irwin Gate), located approximately 5-8 minutes from the Visitor's Center, which conducts vehicle inspections and enter from there. 3. Once all visitor's passes have been issued and all interested parties are ready to get on base we will meet back up at the North Entry Control Facility (also referred to as the North Portal) of the Restricted Area (this is inside the base) and we will escort you to go inside the Restricted Area and conduct the actual Site Visit for buildings 440 and 442. 4. All questions resulting from the Site Visit must be submitted in writing electronically to Linda Cummings, Contracting Officer (CO) at linda.cummings@spaceforce.mil and A1C Michelle Joann Hubbard, Contract Specialist (CS), at michelle_joann.hubbard@spaceforce.mil. Questions must be received no later than 17 July 2024, 1400 MST. Any responses to these questions will be made in writing, without identification of the questioner and will be included in an amendment to the solicitation. Even if answers are provided in other form, only the question responses included in the amendment to the solicitation will be applicable to the solicitation and resulting contract. 5. Visitors are prohibited from bringing weapons of any kind onto the base. 6. Visitors are not allowed to take photographs of any kind inside the Restricted Area. 7. Visitor cameras, mobile phones, recording devices, smart watches, electronic equipment, and radio devices of any kind must be left in the visitor's vehicle in the parking lot: do not take any of the listed devices into the Restricted Area on the site visit. 8. Directions to SSFB Visitor's Center. From Colorado Highway 94 (CO HWY 94), turn South on Enoch Road, and then turn right at the first turn, which is a short distance from the base fence. 9. Directions from SSFB Visitor's Center to West Gate (Irwin Road Gate). From the Visitor's Center, turn left onto Enoch Road and drive North to CO HWY 94, then turn left and drive West to Curtis Road. At Curtis Road, turn left and drive South to Irwin Road, and then turn left at Irwin Road and drive East to the West Gate. 10. Directions from West Gate (Irwin Road Gate) to the North Entry Control Facility. Drive East on Irwin Road to Enoch Road, then turn left on Enoch Road and drive North to Falcon Parkway. Turn right on Falcon Parkway and drive East. The North Entry Control Facility is located at the end of the Falcon Parkway. There are parking lots surrounding Falcon Parkway; however, due to repaving of part of the parking lots, there may not be available spaces to park in the lots along Falcon Parkway. Visitors may also park in the Building 210 parking lots (Building 210 is the three-story building located West of where Falcon Parkway turns from East to South). Visitors may also park along Falcon Parkway, but must not park in areas cordoned off with traffic cones, or where Falcon Parkway does not have a shoulder. Visitors may also park at the softball field parking lot, which is located to the South East of the base's only traffic light. 11. This is a combined synopsis/solicitation. For additional information, please see the attached Statement of Work (SOW), combined synopsis/solicitation, CLIN pricing schedule, estimated workload data for Bldgs 440 and 442, and wage determination 2015-5417 Rev 26. 2. The contractor shall provide all personnel, supervision, labor, supplies, tools, materials, transportation and equipment necessary to deep clean Bldg 440 and Bldg 442 on-site on Schriever SFB CO 80912. See attached SOW for more detailed information. 3. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 4. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is FA255024QB440. 5. This RFQ does not obligate the Government to pay any costs incurred in the submission of any offer or in making necessary studies for the preparation thereof, nor does it obligate the Government to procure or contract for said services. 6. This solicitaiton document and incoporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) Number 2024-05. 7. This procurement is a 100-percent set-aside for a Service Disabled Veteran Owned Small Business (SDVOSB). 8. This contract requires access to the Schriever SFB restricted area. Unescorted entry to Schriever SFB restricted area is required for completion of this contract. Therefore, contractors must ensure that personnel are able to enter the restricted area. Employees without unescorted entry authority will be continuously escorted while in the Schriever SFB restricted area. 9. Assumptions/Exceptions: The offeror shall state any assumptions and exceptions to the requirements and terms and conditions contained in the RFQ in their quote. Please note that any exceptions to the Government's requirements may adversely affect the evaluation of the offeror's quote. There is no page limit for assumptions/exceptions. 10. Questions: Offerors must submit all questions concerning this solicitation in writing electronically to Linda Cummings, CO, at linda.cummings@spaceforce.mil and A1C Michelle Joann Hubbard, CS, at michelle_joann.hubbard@spaceforce.mil. Questions must be received on or before 12 July 2024, 2:00 PM MT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will government performance of the contract. 11. The procuring Contracting Officer (CO) has overall responsiblity for administering the contract. The procuring CO shall perform all contract administration. The CO information is identified in the Point of Contact area. 12. Site Visit: One site visit will be conducted if requested no later than 15 July 2024, Noon MT. If one is requested, specific site visit information and instructions will be posted on SAM.gov. 13. The Government intends to issue a firm fixed price contract to the responsible offeror whose lowest priced and technically acceptable quote conforms to the solicitation. Only technically acceptable offers will be considered.
