The City reserves the right to reject any or all Proposals or parts of Proposals, to accept part or all of Proposals on the basis of considerations other than lowest cost, and to create a project of lesser or greater expense than described in this RFP or the respondent's reply based on the component prices submitted. A basic description of Central Park and its amenities are included in the Park System Master Plan. Consultant team will: 1. Assess the quality and condition of existing assets. 2. Assess usage patterns and identify any deficiencies or opportunities for improvement 3. Determine, what if anything, regarding opportunities for improvement have changed since the completion of the Park System Master Plan. 4. Identify opportunities to convert lawn to natural areas with improved ecology and wildlife habitat. 5. The Consultant will conduct a Geotechnical Evaluation and report either in-house or by hiring a qualified firm. This Geotechnical Report will be used to incorporate recommendations of pavement and foundation designs. 6. Assess the historical environmental conditions onsite and determine and complete an Environmental Assessment Worksheet, if necessary. 7. Determine what BMPs are required to meet Watershed Permit requirements, infiltration and water quality treatment BMPs should be investigated. Clearly distinguish what is required and what are “above and beyond opportunities”. 8. Address Nine Mile Creek Watershed District’s addition to scope: a. Determine the feasibility and opportunities for floodwater storage in the park (see Nine Mile Creek Watershed District Flood Study) b. Evaluate potential storm sewer retrofit and grade modification options c. Look for opportunities to install water quality BMPs, and educational stormwater infrastructure that are above and beyond permit requirements. d. Refine existing stormwater XP-SWMM modelling to incorporate proposed storm sewer and basin sizing modifications. e. Estimate pollutant reductions using the MIDS calculator or other stormwater modeling software for 2 scenarios: showing how the project will meet NMCWD stormwater management permitting requirements. ii. where further flood storage and water quality improvement projects could be implemented, including a cost/benefit ratio. f. Prepare an opinion of cost for viable storm sewer retrofit and stormwater management options. g. Determine the feasibility of integrating a new headwaters for Nine Mile Creek into Central Park infrastructure (see Nine Mile Creek Watershed District concept plan). h. Create drawings of: i. reconfigured catch basins and storm sewer connections needed in order to redirect runoff to Central Park stormwater BMPs. ii. Stormwater management system and individual BMPs All inquiries, questions, or clarifications must be submitted not later than July 19, 2024.
