Employees of the design and architectural firm Gensler came up with three options for the city to consider that could be completed in less time — and for less money — than any of the original concepts created in 2019. The need to accommodate more passengers was in mind at that point as well. Those earlier concepts were meant to renovate and refresh the building more extensively and for more money. The commissioners and Gensler took up the matter back in April using those initial concepts and looked at ways to incorporate needs that would best serve the air races several weeks before Roswell and the airport were chosen to host starting in 2025. Airport Commission Chair Bud Kunkel reiterated during the meeting, which included Mayor Timothy Jennings, that getting the expansion before the National Championship Air Races next year is required and that they are behind about two years on getting an expansion done. That's much too late for the air races. “We need to have a group of the mayor’s desire … and start moving forward,” he said. Kunkel asked the mayor to help set up the working group. Jennings and Kunkel arranged to talk about it after the meeting. The group would have representation from the Reno Air Racing Association as well. The days-long event is scheduled for September 2025. More aircraft are expected to fly in and out of the airport during the air races than on a normal day there. Kunkel explained earlier that it’s predicted there would be somewhere between four to 10 times the current number of people arriving at and departing from the Roswell Air Center during the races, which were awarded to Roswell in late May. The final choice for the expansion should consider that Roswell “can still have 90-plus degree temperatures,” Kunkel pointed out. Commissioner Jon Hitchcock suggested whether a more open design among the options could be made more comfortable with a swamp cooler, for example. Overall, the new ideas give the city “a lot more options than we had a month ago,” Kunkel commented. “And all are much more cost-effective.” Terminals at airports in Austin, Texas and Bishop, California, are among the facilities used to create the new options. Any solution must fully comply with federal guidelines, specifically those of the Transportation Security Administration. An appropriate temporary structure could also be acceptable if it meets all federal requirements. Weather damage to buildings: A conversation about building tenants’ structures being damaged by severe weather prompted related thoughts to be expressed. There were three items on the agenda about wind and, in one instance, hail damage to rental buildings. One damaged roof was described by a staff member as having had “bad roofing material.” It was explained further that the roofing material — rubber membrane — wasn’t fastened down adequately. The work was done six or seven years ago, the employee noted. Then it was brought up how the airport building received the most wind damage in the community. Commissioners were interested in whether the airport should have insurance coverage or warranty agreements with standards that cover higher wind speeds. Two events that required building repairs exceeded 55 mph and some locations have needed work related to rough weather conditions more than once. Stronger winds are “just a reality,” Jennings said. Kunkel asked airport staff to look at and consider whether paying more for insurance and warranties would be better because such damage has "caused the city a lot of problems." --------------------------------------------- The Bidder must supply all the information required by the proposal forms and specifications and he/she must bid on all items of every schedule. Each bid must be accompanied by a Certified Check or Cashier's Check in an amount not less than five (5) percent of the total bid made payable to City of Roswell, or by a Bid Bond in like amount executed by a Surety Company.
