Award amount is $215,583.60** Municipal Aid Program, Improvements to Fourth Street project The Borough of Woodlynne reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough of Woodlynne. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough of Woodlynne in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough of Woodlynne in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough of Woodlynne in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. (P.L. 1975, C. 127) and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act) and 42 U.S.C. 12101, et. seq. (Americans with Disabilities Act of 1990). The contractor is further notified that he must comply with P.L. 1977, C. 33, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with P.L. 1999, C. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor's in accordance with the act. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Borough of Woodlynne, is the lowest responsible bidder and to waive such informalities as may be permitted by law. Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey "Pay-To-Play" Law) if they receive contracts in excess of $50,000 from public entities in a calendar year. Question Deadline 07/22/2024 Every request for such interpretation should be made in writing, addressed to the Engineer. This project involves stormwater drainage and roadway improvements to Fourth Street in the Borough of Woodlynne. Stormwater drainage improvements will include the installation of stormwater inlets and stormwater manholes of various types, and the installation of HDPE pipes of various diameters as indicated on project plans. Concrete cradles will be installed where the proposed stormwater drainage piping crosses existing sanitary sewer piping with insufficient separation. Test pits may be required to locate existing underground utilities at some locations. Existing stormwater inlets will be reset with new castings, including bicycle safe grates and eco-friendly curb hoods where applicable. A 30-day minimum trench settlement period is required following the installation of all stormwater drainage piping. Following the completion of stormwater drainage improvements and associated trench settlement period, Fourth Street will be resurfaced by means of mill and overlay of the existing roadway. The roadway will be milled to a depth of two inches (2"). After milling, areas requiring hot mix asphalt pavement repairs will be field determined by the Engineer and will be repaired by excavating ten inches (10") deep and installing six inches (6") of dense graded aggregate and four inches (4") of hot mix asphalt 19M64 base course. The roadway will then receive a two inch (2") hot mix asphalt 9.5M64 surface course overlay. In addition to the resurfacing of the existing roadway there will be a replacement or new installation of curb, sidewalk, and driveway aprons. Handicap ramps will be made ADA compliant where required. Roadway traffic markings, symbols, and signage will be replaced where indicated. Topsoil, fertilizer and seed will be placed at all disturbed areas. In addition to the reconstruction of the existing roadway, type B inlets within the project scope will be reset to accommodate grade changes and will receive bicycle safe grates and eco-friendly castings. Storm manholes will be reset to accommodate grade changes. The Contractor shall be responsible to remove excess unwanted materials from the project site and dispose of all excess unwanted materials in an approved manner. Should the Borough of Woodlynne want any excess material, the material shall be delivered to the Borough's site at no additional charge. UNIFORMED LAW ENFORCEMENT OFFICERS ARE REQUIRED DURING CONSTRUCTION ACTIVITIES. TRAFFIC CONTROL IS TO BE COORDINATED WITH LOCAL POLICE AUTHORITIES. SEE THE "BOROUGH OF WOODLYNNE UNIFORMED LAW ENFORCEMENT OFFICERS REQUIREMENT" AT THE END OF TECHNICAL SPECIFICATION SECTION 01000 (GENERAL REQUIREMENTS) ON PAGE 01000-6. All Construction Items will be funded by the FY 2023 NJDOT Municipal Aid Program. The Contractor shall obtain all utility markouts, verify the locations of all utilities both horizontally and vertically prior to the start of construction and notify the engineer of any conflicts. The Contractor shall also be responsible for coordinating all utility relocation, which may be necessary. There will be no separate payment for this work. Separate payment will not be made for construction layout, concrete encasements, trench bedding for pipe and/or inlets, dust control, coffer dams, dewatering, removal of any items noted on project plans, bypass pumping as required or elevation adjustments of water meter pits, cleanouts, gas valves, sprinkler heads or any other structures encountered associated with the installation of roadway. The price for this work shall be included in the various items of the proposal. The General Notes on Drawing Number C-2 are applicable for all work for this project including but not limited to the proposed work shown on the project plans and described in the project specifications. The Contractor shall complete all work under the contract in the time frame set forth in the General Conditions. The Contractor shall ensure that adequate workmen and equipment are on site for this to be accomplished, also taking into account for adverse weather conditions and the availability of the materials necessary to perform the work. The Borough of Woodlynne reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in its best interest. The above Scope outlines the general items of work and shall not be construed as being all-inclusive. The plans entitled "FY 2023 NJDOT Municipal Aid Program, Improvements to Fourth Street" are appended hereto and are part of these specifications. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
