Renovation of a military facility in Frederick, Maryland. Conceptual plans call for the renovation of a military facility.

This is a SOURCES SOUGHT NOTICE only. This is not a Request for Proposal/Bid/Quotation. This notice does not constitute a commitment by the Government. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Responses to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal/bid/quote if and when a solicitation is issued. A market survey is being conducted in order to make acquisition decisions about this future project and to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. If your firm is a Small Business, HUBZone, Service-Disabled Veteran-Owned, 8(a), Veteran-Owned, Woman-Owned, or a small disadvantaged business, you are encouraged to respond. All responses from interested and capable sources submitted will be considered. SCOPE OF THE PROPOSED ACQUISITION The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Northeast Area (NEA), Foreign Disease-Weed Science Research Unit (FDWSRU) located in Ft. Detrick, MD requires the replacement of a 2012 installed electrical network of obsolete raceways, conductors and terminals connected to the existing Building Automation System (BAS). FDWSRU is a plant pathogen high-containment facility. The requirement of the award will include the following, 1. AHU-1/HWS: Remove and replace (2) WEB-600 controllers, (2) 34pt. I/O modules and (2) 16pt. I/O modules. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (2) WEB-834 controllers and (2) 16pt. I/O modules and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 2. AHU-4/EF-1 & 2: Remove and replace (2) WEB-600 controllers, (2) 34pt. I/O modules and (3) 16pt. I/O modules. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) JACE-8025 supervisory controller, (1) WEB-834 controller, (1) 34pt. I/O module and (3) 16pt. I/O modules and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 3. BIOSEAL DAMPERS: Remove and replace (1) WEB-600 controller, (1) 34pt. I/O module and (8) 16pt. I/O modules. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and (8) 16pt. I/O modules and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 4. DEW CHAMBERS: Remove and replace (1) WEB-600 controller, (1) 34pt. I/O module and (4) 16pt. I/O modules. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and (4) 16pt. I/O modules and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 5. CUBICLES: Remove and replace (1) WEB-600 controller, (1) 34pt. I/O module and (6) 16pt. I/O modules. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and (6) 16pt. I/O modules and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 6. GREENHOUSE-1: Remove and replace (1) WEB-600 controller and (1) 34pt. I/O module. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 7. GREENHOUSE-2: Remove and replace (1) WEB-600 controller and (1) 34pt. I/O module. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 8. GREENHOUSE-3: Remove and replace (1) WEB-600 controller and (1) 34pt. I/O module. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. 9. GREENHOUSE-4: Remove and replace (1) WEB-600 controller, (1) 34pt. I/O module and (1) 16pt. I/O module. Existing panel, power supplies, relays and control wiring are to remain. Provide and install (1) WEB-834 controller and (1)16pt. I/O module and connect to existing wiring. Provide programming, integrating into existing BAS and commissioning. The Government will provide the computer service with Niagara 4.0 (N4) BAS system programming. The period of performance will be two weeks after notice of award. Interested Sources must provide the following information: 1. Provide the company name, contact person, telephone number, email address, SAM Unique Entity Identifier (UEI), and CAGE code. 2. Include a statement about the business size status, specifying whether it is large or small, and include any small business type(s) or certification(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc. 3. State the NAICS code that corresponds to your business. 4. Detail information on at least three past projects similar to this requirement, including performance dates, contract type, duration, and total award amount. Responses to this Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. The government requests that no proprietary, classified, confidential, or sensitive information be included in the response. The Method of Contractor Selection has not been determined at this Time.
