This is a Request for Qualifications ("RFQ") issued by the City of Kansas City, Missouri ("City" or "Owner") acting through its Water Services Department (WSD) for Progressive Design-Build (PDB) Services including design, construction, startup and commissioning for the Blue River Wastewater Treatment Plant (WWTP) Grit Removal and Fine Screens Project (Project). This RFQ represents the first step of the procurement process and establishes the process for soliciting and evaluating Statements of Qualifications (SOQs) from those entities (Proposers) interested in serving as the Design-Builder. The SOQs will be reviewed and evaluated in accordance with the provisions of this RFQ to develop a shortlist of qualified Design-Builders (Shortlisted Proposers or Shortlist) who will be issued a Request for Proposals (RFP) and invited to submit a proposal in response to the RFP. The issuance of the RFP represents the second step of the procurement process and will solicit detailed technical and cost proposals from the Shortlisted Proposers. The award of the Contract for Progressive Design-Build Services will be subject to the terms and conditions of the RFP. The RFP will include a reference project for a 210 million gallons per day (mgd) grit facility for future improvements for the WWTP. Shortlisted Respondents will be requested to provide a conceptual plan for a 270 mgd grit facility with fine screens in their technical proposal. Questions. This RFQ is to provide progressive design-build services for design, construction, and commissioning of the following scope of work, including but not limited to: o Construction site preparation including hauling and disposing incinerator ash from the entirety of the South Ash Lagoon on Blue River Primary. o New 270 mgd grit removal facility including flow channels, fine screens, multi-tray Headcell(R) units, grit removal pumps, and flow splitting structure. o New grit handling facility including grit washer classifier units, truck loading bay, and associated electrical and mechanical rooms. o Concrete utility tunnels to convey flow between the grit removal and grit handling facilities.
