In general this project will consist of a consultant to assist the City with a study for a modernized route system and an hourly commuter shuttle to the Pueblo Airport Industrial Complex. The project is aimed at providing efficient workforce transportation benefiting economically disadvantaged individuals. A commuter shuttle would serve as an efficient form of transportation for economically disadvantaged individuals and provide easy access to an area with numerous employment opportunities. The City of Pueblo currently operates its fixed-route service via a single downtown transfer center. This project aims to improve the existing condition of the transit system by making routes more efficient, reducing time on board for riders, and allowing the system to carry more riders. The City anticipates that increased efficiency and viability of transit revisions will increase ridership, especially for persons who do not use the service now because of long times on board buses. In summary, Pueblo Transit is seeking a Bus Route analysis model, with a route costing model included, that provides a gap analysis for lacking areas in the corridor for both employers and employees. Consultant shall provide to the City/Pueblo Transit a detailed planning study for efficient workforce transportation benefiting economically disadvantaged individuals. The study shall include analysis of the existing transit system, recommendations for corrective actions to be taken that will enhance accessibility, address mobility of the transit program and ease for riders, provide suggestions for efficiency, and proposed improvements. The City's/Pueblo Transit's goal is to increase ridership with a modernized route system and possibly including an hourly commuter shuttle to the Pueblo Airport Industrial Complex. Consultant shall provide a planning study report documenting the findings of the analysis and recommendations for corrective actions to be taken that will enhance access and mobility by making routes more efficient, reducing time on board for riders, and allowing the system to carry more riders as a result of increased efficiency. The City's goal is to receive direction on the best traffic patterns in the City for fixed transit routes, the density of ridership estimates, and consideration about implementing transit improvements throughout the City of Pueblo. A survey conducted in 2016 and included on the 2017 Pueblo Transit Study identified the service improvements that will need to be addressed in the study: 40% of riders want more frequent bus service 24% of riders more transfer locations between routes 17% want more service to new area 10% want more service to new areas on time) 10% want faster service (fewer stops, more direct routes) The study should analyze how Pueblo Transit can serve Pueblo more efficiently, provide ridership projections for various alternatives to be considered, determine the best type of transit service to meet the riders needs, and ultimately provide Pueblo Transit with an integration plan to enhance the existing transit system Contact Information Teresa May Burns Purchasing/Contract Administrator 230 S Mechanic Pueblo, CO 81003 Email: purchasing@pueblo.us Phone: (719) 553-2350 Question Deadline 07/23/2024 at 4:00 PM MT. All prices quoted shall be honored through the order, delivery, and acceptance process of the City of Pueblo. or An initial agreement with the awarded bidder is anticipated to begin NO VALUE, and, unless sooner terminated, will terminate on NO VALUE. The project may be renewed in four (4) successive one-year periods by a separate written amendment signed by both parties. All prices quoted shall be honored for one (1) year. Requests for annual increases in prices may not exceed 1) three percent (3%) or, 2) the prior year's United States Bureau of Labor Statistics Consumer Price Index (CPI), whichever of the two options is lower. Price increases greater than this amount will not be considered unless there is an industry-wide price increase, which must be substantiated by a letter from the supplier or manufacturer. No Proposal shall be accepted from, or contract awarded to, any person, company or corporation that is in arrears to the City, upon debt or contract or that is a defaulter, as surety or otherwise, upon any obligation to the City, or that may be deemed irresponsible or unreliable by the City. Proposers may be required to submit satisfactory evidence that they have the necessary financial resources and experience to perform and complete the work outlined in this RFP. The City reserves the right to request any additional information as needed to make a sound evaluation decision. The method of Contractor Selection has not been Determined at this time.
