Renovation of a water / sewer project in Skagway, Alaska. Conceptual plans call for the renovation of a water / sewer project.
The Municipality of Skagway is requesting proposals from qualified engineers for the design, permitting, and construction administration/inspection of improvements to the Wastewater Treatment Facility (WWTF) in Skagway, Alaska. The purpose of the improvements is to improve facility performance, bring the facility into compliance with its National Pollution Discharge Elimination System (NPDES) permit, and meet future flow demands through 2053. WWTF Improvements: The following improvements will be designed as part of this project: New, Redundant Influent Pump Station (IPS): Construct a new influent pump station including new influent sanitary sewer manhole, new wet well/valve vault, pumps, piing and appurtenances to have full redundancy for IPS. Upgrade Existing Influent Pump Station: Replace existing piping, pumps, guides, and valves. Chemical Feed Equipment Upgrades: Replace the dry polymer and alum feed systems (not including the tanks) to improve the performance and operation and maintenance of the enhanced primary clarifier process. BOD Polishing Reactor/Disc filter Upgrades: Convert one of the existing (unused) secondary clarifier basins into a BOD polishing reactor to reduce BOD and TSS violations. Install a disc filter for effluent solids polishing downstream of the BOD polishing reactor to further reduce the risk of TSS violations and allow for UV disinfection. Disinfection Upgrades: Install ultraviolet (UV) disinfection and controls to meet proposed fecal coliform/enterococcus effluent limits and minimize chemical handling requirements. Solids Handling Upgrades: Upgrade the sludge pumping and controls, piping, and valves/interconnections to improve solids handling in the facility. Relocate the existing sludge vacuum skid to allow for removing the skid during construction/future access. Surge Protection/Power Entrance: Demolish existing service cable, meter base, CT cabinet and replace with a new meter base, 400A CT cabinet, Type 1 Surge Protection, Active Harmonic Filter, etc. Building 2 Lighting Upgrades: Add/improve lighting in Building 2. Underground Storage Tank (UST) Removal: Remove three old USTs that are from the original plant construction and have not been used in years with a new aboveground tank (1,000-gallon capacity). This includes the completion of a site assessment by an environmental engineer as part of a pre-design phase and prior to beginning the removal of the old tanks. WWTF Water Line Improvements: Replace all galvanized water lines in the WWTF with new HDPE lines. Currently piping is routed over the old office/MCC room. This presents a potential for flooding critical equipment. Replace and reroute piping so it doesn't run over the old office/MCC room. Alternatively, install drip pans below existing piping. Asbestos Removal: Given the age of the facility and previous analysis of the building, it is possible that building elements containing hazardous materials, including asbestos, may be present. This project includes the completion of a hazardous materials site assessment by an environmental engineer as part of a pre-design phase and prior to beginning the removal of materials from the old office/MCC rooms. HVAC Upgrades: Typically, HVAC systems are designed for a life of 25-30 years. Evaluate need for HVAC replacement. Scope of Services: The successful proposer shall provide design, permitting, and construction/inspection services for the construction of the improvements listed above. The proposer shall provide the following services: Evaluate existing WWTF conditions and previous designs. Provide conceptual drawings with rough order of magnitude costs before proceeding to 35% design. Upon reception of a direction from the MOS, provide 35%, 65%, and 95% designs to be presented in person to the Municipality. Provide All Permitting for Construction Phase. Provide Cost estimates at 35%, 65%, and 95% design. Provide bid ready documents for construction. Provide Project Schedule. Provide plan for construction administration and inspection services during construction. Assist with grant management and compliance. Deliverables: Conceptual designs and rough order of magnitude cost estimates 35% design & Cost Estimate 65% Plan, Specifications, and Cost Estimate 95% Plan, Specifications, and Cost Estimate Complete (100%) Bid ready Documents All Federal, State, and local permits Construction administration and inspection services All bid documents shall be in compliance with federal grant requirements. Bidders are required to familiarize themselves with the federal grant requirements. Proposals which do not address the items listed in this section may be considered incomplete and may be deemed non-responsive by the Municipality of Skagway in its sole discretion. It is the responsibility of the firms submitting proposals to determine the actual efforts required to complete the project. The Municipality reserves the right to reject any or all proposals received for any reason if it is in the best interest of the Municipality. The Municipality reserves the right to waive minor informalities and irregularities of proposals received if it is in the best interest of the Municipality. The Municipality reserves the right to not go forward with the project after receiving bids. The project may be cancelled in whole or in part in the sole discretion of the Municipality. Questions: Proposers shall familiarize themselves with project requirements. All questions or requests must be written and addressed to the Borough Manager, at manager@skagway.org and contracts@skagway.org. All technical questions shall be in writing and directed to the Borough Manager at manager@skagway.org and contracts@skagway.org no later than Thursday, July 25, 2024 at 4:00 p.m. The Municipality reserves the right to reject any and all proposals. The Municipality reserves the right to reject the proposal of any Proposer who has previously failed to perform properly on any contract or project, or failed to complete any contract or project on time, or required amendments to its original scope of work to complete a project. The Municipality reserves the right to reject the proposal of any Proposer who is not, in the sole opinion of the Municipality, in a position to perform the contract or whose proposal does not appear to assure services through the completion of the project; and to reject a proposal as non-responsive where the Proposer fails to furnish the required documents, fails to complete the required documents in the manner directed, or makes unauthorized alterations to proposal documents. The Municipality of Skagway is an equal opportunity employer. The services of the CONTRACTOR shall commence upon execution of this Agreement by CONTRACTOR and the MUNICIPALITY and shall terminate, subject to Sections 8 and 9, on the completion of the project or April 30, 2027, whichever is sooner. The period of performance may be extended for additional periods only by the mutual written of the parties. The method of Contractor Selection has not been Determined at this time.
