Project Management Assistance for SPLOST and TSPLOST projects for the City of Albany. The City of Albany, Georgia, is seeking detailed and comprehensive technical proposals from qualified firms to provide program management assistance. The services required include pre-construction services, right-of-way acquisition services, construction management, subsurface utility location services, structure and pipe inspection services, grant writing and administration, and aid with capital improvements. These services are critical for the effective utilization of the Special Purpose Local Option Sales Tax (SPLOST) and Transportation Special Purpose Local Option Sales Tax (TSPLOST) funds allocated to the City. Our aim is to ensure that these projects not only meet the strategic objectives outlined by the City but also adhere to the highest standards of efficiency, compliance, and community benefit. Program Overview: The voters of the City of Albany and Dougherty County, Georgia, have approved a one-cent Special Purpose Local Option Sales Tax (SPLOST) and a one-cent Transportation Special Purpose Local Option Sales Tax (TSPLOST). These taxes are dedicated to funding a wide range of capital improvement projects that address the critical needs of Facilities, Technology, Parks, Libraries, Senior Centers, Public Safety, and Transportation. The City of Albany is allocated 64% of SPLOST and 67% of TSPLOST revenues. The initial contract will be awarded for two years with the possibility of biannual renewals contingent upon satisfactory performance. These renewals reflect the City's commitment to ongoing excellence and adaptability in managing its capital improvements. Notwithstanding the award, the City retains the right to separately bid out management services for any major capital project, ensuring flexibility and the highest standards of project oversight. The selected consultant will be entrusted with a comprehensive range of management, support, and oversight responsibilities. The aim is to meticulously coordinate, plan, and execute the work as detailed in the sections below. To fulfill these responsibilities, the consultant is required to provide qualified and experienced technical and professional personnel. All personnel must meet the City's standards and procedures and receive approval from the City prior to their engagement in the project. The City reserves the right, at its discretion, to expand, reduce, or delete the scope of any work element listed below, as well as to add new elements as necessary throughout the duration of the project. This flexible approach ensures that the project can adapt to evolving needs and circumstances, maintaining alignment with the City's objectives and resources. The City of Albany strongly encourages Small Business firms to participate in this RFQ. All corporations should provide corporate seal, a copy of the Secretary of State's Certificate of Incorporation and listing of the principles of the corporation with their response. Any interested and qualified firm and/or party is requested to submit a sealed response to accomplish the Scope of Services described herein. The response is to be signed by a duly authorized official of the firm and must be submitted in the time, manner and form prescribed. The City of Albany reserves the right to reject any and all responses and to waive technicalities as deemed to be in the best interest of the City.
