36C257-24-AP-4158, (VA-25-00003929) THIS IS A PRESOLICIATION NOTICE AN INFORMATION FOR BIDS WILL BE POSTED ON OR ABOUT August 12, 2024 Title: Installation of Replace Boiler Burners & Controls Project #: 549A4-22-422 NAICS code: 238220 with a small business size of $19 Million Per FAR 36.204 the magnitude of this project is between $1,000,000.00 and $ 5,000,000.00. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below. Description: SCOPE: Replace Boiler Burners, Burners Controls, Maintenance Catwalks, and Water Softener for three boilers. Boilers: Replace Boiler to QTY 2 each 400 HP Weishaupt, and One 200 HP Weishaupt in accordance with the TIL Technical Information Library (TIL) - Office of Construction & Facilities Management (va.gov) Located in Building 11 at the Sam Rayburn Memorial VA Center located in Bonham, TX. Duration of work is 180 days after NTP has been issued. CONTRACTOR RESPONSIBILITIES: The Contractor shall exercise extreme care to avoid damaging Government property such as buildings, equipment, trees, shrubs, or turf. Any damage to Government property by the Contractor shall be repaired by the Contractor to its original condition at no additional cost to the Government. The contractor shall restore ALL disturbed grounds to existing conditions. The Contractor shall ensure that all materials are new, free from defects, imperfections and asbestos free (NO ASBESTOS CONTAINING MATERIALS SHALL BE USED ON THIS PROJECT). WORKING CONDITIONS: The buildings and the surrounding site areas will be occupied, and Government operations will continue on a normal, temporary or restricted basis for the duration of the contract. The Contractor shall take all precautions to ensure that his operations are conducted in a manner so as not to interfere with the normal operation of surrounding facilities. The Contractor shall execute work in a safe manner and shall not subject personnel to unsafe conditions. The Contractor shall provide safety barricades, devices, and equipment to protect personnel and property and repair damage caused by construction operations. Take all precautions to protect the building and its occupants during the construction period. Work shall include installation, but is not limited to the following: 1. Install Burners & Burner Controls meeting all current NFPA requirements. a. Control Panel b. Gas Train and valves c. Motor Starter Control Panel with VFD d. Flue gas recirculation kit e. NFPA Oil Train f. Air / Gas Separator g. Commissioning and T&B 2. Construct Catwalk for All Boilers a. Construct catwalks around the boiler economizer at the top of the boilers. b. Catwalk needs to accessible from the floor of the boiler plant. c. Include spring loaded gates. 3. Water Softener pre-treatment for the boilers a. Duple Twin alternating softener base on a 90% return. b. Minimum 13 gran hardness c. Correct size brine tank d. Important Notice: Apparent successful bid must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetCert prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
