In general, the project consists of construction of approximately 1,600 linear feet of new sidewalk, including installation of granite curb, paving and ADA improvements. The Project is being bid and any bids submitted are subject to the conditions set forth in Section X of the "Municipal Purchasing and Sale of Supplies, Materials, or Equipment Policy" approved 9/22/2015, as amended, and the resulting Contract is subject to the laws of the State of Maine. Construction must be substantially complete no later than November 1, 2024. Prospective Bidders may examine the Bidding Documents at the Issuing Office and on Mondays through Thursdays between the hours of 8:00am and 4:00pm. Applicants shall have obtained at least one set of digital or paper Proposal Documents to be considered a responsive applicant. Every request for such an interpretation shall be made in writing to the Engineer. Any inquiry received three or more days prior to the date fixed for opening of bids will be given consideration. Every interpretation made to a bidder will be in the form of an Addendum to the Contract Documents. In addition, all Addenda will be electronically mailed to each person to whom Contract Documents have been issued, but it shall be the bidder's responsibility to make inquiry as to, and to obtain, the Addenda issued, if any. All such Addenda shall become part of the Contract, and each bidder shall be bound by such Addenda, whether or not received by the bidder. This project is being partially funded by HUD Community Development Block Grant funds. Davis-Bacon Federal Wage Rates apply to this project, please take notice to the wage rate determination attached to the bid documents. The Church Street Sidewalk Improvements Project includes the installation of bituminous sidewalk and granite curbing along approximately 1,600 linear feet of Church Street from the intersection of Main Street and Church Street to the intersection of South High Street and Church Street in accordance with the Contract Documents and more specifically described in Sheets G001, C-010, C-011, C-201, and C-202 of the Drawings and includes, but is not limited to, the following principal features. 1. Removing of trees, stumps and boulders as shown on plans and directed by Engineer; 2. Removing of existing granite tipdowns as shown on the plans; 3. Providing sawcut and removal of base pavement adjacent to the proposed curb; 4. Providing new granite curbing and bituminous sidewalk as shown on the plans; 5. Providing granite curbing on backside of sidewalk as shown on the plans; 6. Providing ADA accessible ramps with detectable warning panels; 7. Providing HMA base course on removed sections along roadway; 8. Extending sewer laterals; 9. Replacing a catch basin frame; 10. Removing and resetting walkways as shown on the plans and directed by Engineer; 11. Protecting and adjusting existing utility infrastructure to grade; 12. Removing and resetting signs and posts; 13. Loaming and seeding disturbed areas; and 14. All materials, equipment, services and construction inherent to the Work.
