This project is to implement 'Edge-of-Field Practices' (saturated buffers and bioreactors) to reduce nitrate runoff from farm fields for the Utilities Department at various locations throughout Black Hawk and Grundy Counties in Iowa. The estimate of cost for this project is $320,000. Early Start Date: August 14, 2024 Final Completion: December 31, 2024 Bid security, as defined in Section 26.8 of the Iowa Code, in the amount of FIVE percent of the Bid must accompany each Bid. The successful bidder shall be required to provide performance and payment bonds, each in the amount of 100 percent of the Contract Price. The City Council of the City of Cedar Rapids reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in the best interest of the City. The City reserves the right to defer acceptance of any proposal for 45 calendar days after the bids have been received and opened. The City of Cedar Rapids and the Iowa Department of Agriculture & Land Stewardship (IDALS) launched a partnership with six Soil & Water Conservation Districts to improve water quality in the Cedar River Watershed. The goal of the project is for the partners to work with local landowners to implement Edge-of-Field Practices (saturated buffers and bioreactors) to reduce nitrate runoff from farm fields. IDALS has set aside funding to install saturated buffers and bioreactors at no cost to the landowners in the project area. Landowners will also receive a temporary construction easement payment of $1,000 per qualified tile outlet.
