The City of Cupertino (City) has received federal authorization to proceed with engineering design and environmental studies for Stevens Creek Bridge Scour Countermeasures Project, BRLS-5318(037) (the Project). The City is issuing this Request for Proposal (RFP) to engage an engineering firm (Consultant) to perform professional engineering and environmental support to complete the Preliminary Engineering (PE) phase for the Project. The project location is Bridge No. 37C-0011, at Stevens Creek Boulevard over Stevens Creek, about 0.2 miles east of Stevens Canyon Road. The existing bridge design utilizes mat foundations for bridge supports that have started to become undermined. This project will perform modifications to create a firm structural footing for the supports. The condition of the support foundations has been noted in recent biennial bridge inspection reports and the repairs are recommended by Caltrans. Services to be performed by the consultants include but are not limited to planning, public outreach, performing field reviews, feasibility studies, completing regulatory agency permitting and coordination, preparing CEQA and NEPA documentation, developing biddable construction documents (plans, specifications, and construction cost estimate), providing professional assistance during the bidding process, bid evaluation, and assistance with the selection of a construction contractor. The Project also includes environmental monitoring and construction support (as needed) during the construction of the project. The project is funded by the Federal Highway Administration (FHWA) through the Highway Bridge Program (HBP). As a result, all work must comply with State, Federal, and local requirements. The scope of work will consist of the preparation of Environmental Documents and Technical Studies and all other related documents and/or reports to comply with applicable local, state, and federal regulations, policies, procedures, manuals, and standards necessary to obtain California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) environmental approval; and preparation of Plans, Specifications and Estimates (PS&E). The project will be divided into the following two phases: Phase 1: Environmental Documents and Technical Studies Phase 2: Engineering Design (Plans, Specifications and Estimates (PS&E), and bid and construction support Phase 1 will begin upon Notice to Proceed (NTP) from the City. Phase 2 will not commence until receipt of CEQA/NEPA environmental approvals and authorized in writing by the City. The scope for Phase 2 is based on the countermeasure project. If the feasibility study performed during Phase 1 results in bridge rehabilitation or bridge replacement, then the Phase 2 scope can be amended. The general Scope of Services is only provided as a guide in this RFP. Consultants should provide a detailed Scope of Services in their submitted Work Proposal as necessary to reflect the method and procedure in which they intend to provide the required professional services, consistent with the general Scope of Services. Questions/Clarifications responses by 7/30/2024. Consultant selection 8/8/2024 The City reserves the right to reject any or all submittals, waive any irregularities, and select firms which, in its opinion, best serve the City's interests. The method of Contractor Selection has not been Determined at this time.
