Reference Number: 0000357344 This Request for Proposal (RFP) is issued to invite Consultants to submit proposals to provide planning and design services for the Rattlesnake Creek Rehabilitation Project. The services are divided into three phases. Phase 1 includes the Project Approval and Environmental Documentation activities (PA&ED). Phase 2 includes the preparation of Plans, Specifications, and Engineer's Estimate (PS&E) package; coordinate with regulatory agencies; and coordinate with City staff in the preparation of the PA&ED and PS&E package through award. Phase 3 includes providing bid and design support services during construction for the Project. The City has received grant funding for the Project through the Hazard Mitigation Grant Program (HMGP) administered by the California Governor's Office of Emergency Services (Cal-OES). Background The City of Poway has several creeks that run through critical floodplain areas of the City. Some sections of the creek are graded earthen channels subject to erosive meandering and downcutting as a result of high yield rain events, compiled with loss of vegetation due to drought conditions. In March of 2017, a reach of Rattlesnake Creek, approximately 200 feet upstream of Budwin Lane exposed 40 feet of existing 8" sewer main, which failed due to downed trees and erosion of the creek bank. The emergency repair was completed in compliance with a Regional General Permit 63 issued by the Army Corps of Engineers.
