Description: This is a Sources Sought Notice. This is neither a solicitation announcement nor a Request for Proposals (RFP) or Invitation for Bids (IFB) and does not obligate the Government to any contract award. The Government is conducting market research to determine the level of interest and capability of potential qualified Small Businesses capable of performing as a prime contractor for the requirement outlined below. The Government will use responses from this Sources Sought to make an appropriate acquisition decision about soliciting this requirement. Background: The National Institute of Standards and Technology (NIST) is seeking capable 8(a) firms to provide repairs, renovations and alterations to administrative building and laboratory facilities and utilities for NIST Center for Neutron Research (NCNR) located in Building 235 at the Gaithersburg, Maryland campus located at 100 Bureau Drive, Gaithersburg, Maryland 20899. The NIST Center for Neutron Research (NCNR) owns and operates a nuclear test reactor to provide neutron radiation for experiments. This is housed in Building 235. The original building was built in the 1960s with various expansions occurring to the building along with added support buildings dedicated to NCNR. Additions and expansions are 10 to 50 years old and generally steel superstructure with block and brick wall construction. Building 235 has specialized layout with below grade concrete basement and/or combination window/panelized storefront facade. Utilities are distributed to NCNR by underground pipe and electrical distribution systems from central plant services owned and operated by NIST. Mechanical systems are split into two groups, one run by the campus wide Building Automation System and one operated internally by Reactor Operations. NIST is considering a firm-fixed-price contract with maximum ordering limit of $1.0 Million among all awardees. The firm-fixed-price will consist of Re-routing the Sanitary Line running in Bathrooms B136 and B138 and replacing all architectural features and bathroom accessories altered by this demolition. The period of performance will be one year from the date of Notice to Proceed. The Method of Contractor Selection has not been determined at this Time.
