Big Horn County is soliciting proposals from qualified Design-Build architectural and engineering firms to undertake design and construction services for County buildings that suffered severe storm damage. Following review of qualifications, as specified in this RFQ, the County intends to negotiate a general service or "as needed" Design-Build contract with the most qualified Firm for assessment of the structural integrity of County buildings, recommendation of structural changes, development of design plans, and supervision of construction as agreed to by the parties. The County anticipates that the following buildings will be included: the Big Horn County Courthouse, located at 121 W. 3rd; the Big Horn County Historical Museum, located at 1163 3rd St. E; Big Horn Industries, located at 910 Miles Avenue; five buildings at the Big Horn County Fairgrounds, located at 118 Sawyer Loop; and Heritage Acres, 200 N. Mitchell Avenue. Given the number of buildings damaged and the need for structural assessment, the County may enter into multiple Design-Build Contracts, as needed. The Firm must work closely with County officials to assess the structural integrity of the buildings. The Firm must also have experience working closely with insurance companies and contractors to ensure that projects are completed in compliance with applicable building codes and industry standards. Design-Build selection will be determined from the responses to the RFQ document, interviews (at the discretion of the County), and any other information requested by the County to assess a Firm's ability to complete the work as anticipated. In making its determination, the County shall take into account the estimated value of the services to be rendered, as well as the scope, complexity, and professional nature of the services. SCOPE OF PRE-CONSTRUCTION SERVICES The County desires that the development of the project design will be a collaborative process in which the Firm will participate as a partner with the County. The specific scope of pre-construction services will be negotiated prior to signing final Design-Build Contracts. The general scope of pre-construction services is anticipated to be evaluation of the County's need for structural renovation and repair of the buildings and detailed planning/design. SCOPE OF CONSTRUCTION SERVICES Following assessment of the structural integrity of the buildings and project design, the County will attempt to negotiate Design-Build Contracts with the successful Firm that includes the scope of construction services to be provided. The selected Firm, if any, will be required to assume total responsibility for all services and solutions set forth in the Design-Build Contracts, and required to meet the needs of the County. It is anticipated that the Firm will be considered the prime contractor and the sole point of contact with regard to all contractual matters throughout the projects. The Firm shall provide construction supervision and quality control. All responses must be signed by an officer or other agent authorized to sign contracts on the Firm's behalf.
