The City of Puyallup (City) is requesting Statements of Qualifications (SOQ) to provide consulting for the Railroad Quiet Zone project. The project will determine the viability of a railroad quiet zone or alternative (wayside horns) through the City of Puyallup consisting of, but not limited to, approximately 8 crossings along the BNSF Railroad Corridor (primarily from the roadway grade railroad crossing at 12 St NW to the roadway grade railroad crossings at 15th St SE). The project will consist of identifying the intersections, obtaining stakeholder input, developing options using Supplemental Safety Measures (SSM) and/or Alternative Safety Measures (ASM). Work will be done in coordination with the Federal Railroad Administration (FRA), the Washington State Utilities and Transportation Commission (UTC) and City of Puyallup and Pierce County where applicable, and the railroads that operate in the proposed quiet zone to ensure compliance with federal, state, and local regulations. Project goals are to reduce noise generated by rail traffic and to improve the quality of life for the residents and businesses who live near the rails. Consultant shall lead a process to develop a final product conforming to all FRA and UTC standards, guidance, and regulations as they pertain to quiet zones. The project work/tasks shall be completed no later than 18 months from effective date of contract. The Project area will consist of, but may not be limited to the BNSF Railroad corridor located within the City of Puyallup approximately ranging from the public roadway grade crossing at 12th St NW to the public roadway grade crossing at 15 St SE. Railroad corridor crossings include the public at roadway grade crossings: o 12th Street NW o 7 th Street NW o 5 th Street NW o N Meridian o 3 rd Street SE o 5 th Street SE o 15th Street SE A private roadway grade crossing at approximately 3100 block W Stewart shall be included in the project area. The Scope of Work specifies the tasks that shall be issued in part or whole to the consultant. During contract negotiations additional task and work elements may be added or deleted at the discretion of the City of Puyallup. The City must approve initiation of work tasks, which may be one or more tasks identified in writing before the consultant may perform work. Responders may propose augmented, supplemental, or alternate tasks/activities if they will substantially improve project results. At project outset the consultant shall draft a Project Management Plan (PMP) which will clearly operationalize the scope of work, outline dates, work periods, public engagement periods, review/revision periods, and deadlines for all project aspects and deliverables. The consultant will coordinate with the City on a public engagement strategy that will utilize direct mailings to property owners/residents with proximity to the crossings. Online engagement tools will also be coordinated with the City of Puyallup. All final work will be completed and submitted to the City of Puyallup. The consultant will present the findings to the Puyallup City Council at a meeting specified in the PMP as approved or modified by the City. Overall project management process and decision-making shall be guided by the Project Management Team (PMT). At times throughout the project, various local, state, and federal oversight agencies and stakeholders shall be consulted for input. Outlined below are the tasks that will steer project development. The City reserves the right to reject any or all proposals, to waive any minor informalities or irregularities contained in any proposal, and to accept any proposal deemed to be in the best interest of the City of Puyallup. The method of Contractor Selection has not been Determined at this time.
