Job Order Contract, Numbers 120, 121, 122, 123, 124 and 125. The term of the contracts will be for one (1) year or the expenditure of the maximum contract value ($6,023,368.73), whichever comes first. Provided however, that if a work order is issued by LACDA prior to the expiration of the annual contract period, the contract term shall be automatically extended solely to allow the original scope of such work order to be completed. There is no minimum contract value. Bids must include all completed forms contained in Appendix D, Required Contract Forms and Certifications. Failure to complete these forms may result in a determination that the bid is non-responsive. Failure to submit accurate and complete responses may result in a determination that the bidder is non-responsible. Bidders shall guarantee their bid for a minimum of 270 days. Bidders must submit separate bids for each JOC Contract number. A Job Order Contract (hereinafter called JOC) is a competitively bid, firm fixed priced indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual projects at different locations throughout the County of Los Angeles. Work Orders issued through this JOC contract may include projects to preserve Board and Care facilities in need of critical repairs or required upgrades, thereby potentially preventing facility closure, which could result in exits to homelessness. Such work may include but is not limited to interior and exterior repairs/upgrades, such as roofing, flooring, electrical, plumbing, HVAC, framing, drywall, painting, hardscapes, and other construction tasks and specifications that have established unit prices. Coordination with the facility operators and occupants, and timely completion of the work will be crucial elements towards successful projects. Ordering is accomplished by the issuance of a Work Order against the Contract. The work of this Contract will be set forth in the Detailed Scope of Work referenced in the individual Work Orders. In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA construction contract, a sample of which is included as Appendix A in the IFB package for reference. The LACDA shall not award a contract to or be obligated to execute a contract with any Bidder who refuses to execute said standard LACDA's contract. The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA is not liable for costs incurred by Bidders in the preparation of their respective bids in response to this IFB. The LACDA reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Bids. REQUIREMENTS ARE: All pertinent regulations, ordinances, and statutes of the LACDA, State of California, and County of Los Angeles will be rigidly enforced including by reference, but not limited to: o Insurances (Please refer to the Sample LACDA Construction Contract for required values and additional requirements). 1. General Liability Insurance with Additional Insured Endorsement (shall include Completed Operations and be on a primary and non-contributory basis). 2. Automobile Liability Insurance, coverage shall include owned, hired, non-owned, OR any auto. 3. Workers Compensation Liability Insurance, shall be Statutory and include Employer's liability, and a waiver of subrogation. o California CSLB: B-General Building Contractor. o Bid Bond: 5%. o Performance and Payment Bonds: 100%. o Acceptance of The Gordian Group's License and User Agreement. o Child Support Compliance Program o County Lobbyist Ordinance. o Defaulted Property Tax Reduction Program. o Equal Employment Opportunity (EEO) Act. o Fair Chance Employment Hiring Practices Policy. o State Prevailing Wage Requirements - Labor Code Section1770 et seq. o Jury Service Program o Contractor Registered with the Department of Industrial Relations (DIR) o Safely Surrendered Baby Law o Compliance with County's Zero T
