Renovation of a military facility in Tulsa, Oklahoma. Completed plans call for the renovation of a military facility.

27 August 2024: Adding Solicitation Amendment 0002 to extend bid opening date to 2:00pm Central time on Thursday, 5 September 2024. Be sure to acknowledge both Amendments (0001 and 0002) when turning in your bid. Bids are only accepted in person, or by mail or delivery service (FedEx, UPS, etc). No email bids will be accepted. It is your responsbility to verify with us, that we received your bid if you do not hand-deliver it. The Tulsa ANG, Oklahoma is issuing an invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the replace R22 HVAC Systems project at 138 FW, Tulsa,OK. Base CLIN entails replacing AHU-8 and CU-8 at Building 501. In addition to the base work described above, the solicitation will include the following option line items: Option 1: Replace AHU-1 and CU-1 at Building 314, Option 2: Replace AHU-11 and CU-11 at Building 501E, Option 3: Replace AHU-2 and CU-2 at Building 314 The contract duration will be 180 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $19M. The magnitude of construction is between $100,000 and $250,000. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but not later than 30 Sep 2024. Aw ard will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering price and price related factors Site Visit: August 5th 2024 at 2pm CST RFI Close August 19th 2024 5pm CST Bid Opening August 28th 2024 at 2pm CST - you MUST have bids delivered or hand-carried to our location by this date and time; NO electronic bids will be accepted. Confirmation of receipt is the responsibility of the vendor. All questions for the solicitation must be submitted by August 19, 2024, via email to 138.FW.MSCus.af.mil. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded". In accordance with FAR 36.211(b), the following information is provided: 1. The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. 2.Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
