Project Location and Description The Project is located on Fifth St. & Muckelemi St. and Fifth St. & Polk St. The scope of work consists of constructing ADA-compliant curb ramps. The Contractor shall not perform any work during special events. The project site shall be cleaned before the date of any special events. The Contractor is to coordinate with the city when these special events are to be held. Special events can be found online. License and DIR Registration Requirements License. At the time of award of contract, the successful bidder shall possess a Class "A" contractor's license. DIR Registration. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations ("DIR") to perform public work under Labor Code section 1725.5, subject to limited legal exceptions The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier's or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that within ten days after City issues the Notice of Award, the successful bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and any other submittals required by the Contract Documents and as specified in the Notice of Award. Submit Required Bonds. Submit to City a payment bond and a performance bond, each for 100% of the Contract Price, using the bond forms provided and in accordance with the requirements of the Contract Documents The Contract estimated to be between $ 58,000 to $67,670. Questions or requests for clarifications regarding the Project, the bid procedures, or any of the Contract Documents must be submitted in writing to Doug Pike, City Engineer at dpike@mnsengineers.com. Oral responses are not authorized and are not binding on the City. Bidders should submit any such written inquiries by 4:00 pm local time on July 11, 2024. Questions received any later will not be addressed before the bid deadline. An interpretation or clarification by City in response to a written inquiry prior to July 11, 2024 will be issued in an addendum. Right to Award. City reserves the right, acting in its sole discretion, to reject any bid protest that it determines lacks merit, to award the Contract to the bidder it has determined to be the responsible bidder submitting the lowest responsive bid, and to issue a Notice to Proceed with the Work notwithstanding any pending or continuing challenge to its determination. Reservation of Rights. City reserves the right, acting in its sole discretion, to waive or to decline to waive any immaterial bid irregularities, to accept or reject any and all bids, or to abandon the Project entirely. The Contract will be awarded, if at all, within 90 days after opening of bids or as otherwise specified in the Special Conditions, to the responsible bidder that submitted the lowest responsive bid. Any specific date given for planned commencement of the Project, if any, in Section 2.2 of the Notice Inviting Bids represents the City's expectations at the time the Notice Inviting Bids was first issued. City is not bound to issue a Notice to Proceed by or before such planned commencement date, and reserves the right to issue the Notice to Proceed when the City determines, in its sole discretion, the appropriate time for commencing the Work.
