If you have questions please contact: Heather Tehan, PIN-280655 NYSDOT Region 2 Public Information Officer 207 Genesee Street Utica, NY 13501 Phone: 315-793-2447 NY DOT - Traffic Systems Improvement - Various Locations This project will involve modernization of the signal systems to provide desired highway safety benefits and improve the equipment reliability at various locations in Region 2. Additional sites may be added if they are found to not meet NYS Department of Transportation requirements. The project involves modernization of the signal systems at various locations to provide desired highway safety benefits and improve the equipment reliability. Route 365 at Blackmans Corners is a four-legged intersection which is STOP controlled on two of the approaches. Route 365 travels east and west through this location, with stop signs on the north and south approaches for Blackmans Corners. Route 365 is currently posted as 55 MPH, although vehicles commonly travel at speeds much greater than this since the eastbound and westbound lanes are spit by a grassy median, with two lanes in each direction with turn lanes, and very wide shoulders. All work detailed in these Contract Documents isto be completed except for work at Sites added to the contract using the "Signal Requirements" component of this contract. No Utility Involvement anticipated for this site. PLEASE NOTE ** The contractor should be aware that overhead and underground lines may be in close proximity to the highway work and careful planning of work near the highway shall be considered Collect, handle and properly dispose of petroleum-contaminated water (wastewater) removed as needed for project construction. The petroleum contamination present in the wastewater may include, but is not limited to: gasoline, heating oils, kerosene, diesel fuel, jet fuel, lubricating oils, motor oils, greases, and other fractions of crude oil. Sample and analyze collected water as required for disposal. Conduct all tasks associated with these items in accordance with all Federal, State, County, and local regulations. Under this item the Contractor shall sawcut existing concrete asphalt or granite as shown on the plans or as directed by the Engineer. This work shall consist of removing and resetting an existing chain link fence in accordance with the contract documents and as specified by the Engineer. Removing the existing chain link fence shall include existing posts, which are set in individual concrete footings, and hardware. Resetting the same fence shall include posts which will be placed in new, individual concrete footings and hardware. This work shall consist of removing and disposing of existing concrete sidewalk and subbase, and replacing them with new, approved subbase material and concrete sidewalk at locations indicated in the contract documents and as directed by the Engineer. This work shall consist of collecting coordinate data and taking digital photographs of new or relocated subsurface utilities, exposed subsurface utilities, and large subsurface man-made objects exposed during construction in accordance with the contract documents and as directed by the Engineer. This work shall consist of the removal, restoration and re-installation of historic marker signs as per the contract documents and as directed by the Engineer. The historic marker sign shall consist of the following components: o panel, o post, o attaching hardware, typically socket screws, for securing panel to the post, and o footing, foundation, mounting and/or attachment. Under this specification, the removal, restoration, and re-installation of a historic marker sign shall consist of: o documenting the location and orientation of the existing historic marker sign (unless sign is to be relocated as per the contract documents), o removing the historic marker sign components indicated in the contract documents, o cleaning the panel, o conducting minor surface repair to the panel, o preparing the panel surface for painting, o painting the panel, and o re-installing the historic marker sign components, as indicated in the contract document, "Restoring New York State Traditional Historic Marker - As Specified" will be described in a note, titled "Restoring New York State Traditional Historic Marker - As Specified" found in the contract documents. This work shall consist of excavating a shallow test pit to the depths, dimensions, and at the locations established by the Engineer. The test pit shall be excavated in a manner to allow an effective and safe visual examination of the subsurface conditions exposed. Under this item the Contractor shall reestablish underground customer electrical service in kind as required in accordance with the plans, specifications and as ordered by the Engineer. This work shall consist of submitting cost records for incurred expenses related to obtaining and maintaining right-of-entry permits, private crossing agreements, protective services agreements, and other contractual instruments necessary to gain access to or work near Railroad property or property upon which a Railroad operates for the sole purpose of performing the work required by the Contract. Only costs necessitated by the Contract and required by the Railroad or Vendor will be considered. Cost(s) associated with Contractor convenience(s) for which other means and methods are available for performing the work will not be considered for reimbursement. Under this item the Contractor shall install a complete system or camera assembly that detects vehicles on a roadway via processing of video images from a 360o view camera(s) and provides detector outputs to State standard traffic signal cabinet to interface with State qualified traffic signal controller for the application shown on the contract documents. Contractor shall also be responsible for the providing and installing auxiliary equipment to assure system functionality per the manufacturer's recommendations. The contract documents will state if any of the materials will be supplied by the state. Materials not supplied by the state shall be supplied by the contractor. If no materials list is provided in the contract documents, the Contractor shall furnish and install the complete system shown on the contract documents. The Contractor shall use products off the New York State DOT Approved Products List (APL). This item shall consist of furnishing and installing a fixed video detection camera capable of detecting approaching vehicles at a distance to at least 400 feet from the camera. The camera will be required to operate in conjunction with a centralized traffic control processor and include mounting hardware for installation on a traffic signal mast arm or traffic signal pole as shown in the contract documents. The Contractor shall use products off the New York State DOT Approved Products List (APL). Where advance detection cameras are being used in conjunction with a primary video detection system (such as intersection stop bar detection), the advance camera must be verified by the manufacturer of the primary detection system as being compatible with that system and will not require its own control unit. Under this item the Contractor shall furnish and install a complete Radar Detection System (Stop Bar) and, if required, Advance Radar Sensor Assembly (or Assemblies) that detects vehicles on a roadway and can provide volume, lane occupancy, classification, and speed information. At locations where only Advance Radar Sensor Assembly is required, a Control Unit shall be furnished and installed under its separate pay item. The system shall have the ability to provide all detector outputs to a State standard traffic signal cabinet to interface with State standard traffic signal controller for the application shown on the contract documents. Contractor shall also be responsible for the providing and installing auxiliary equipment to assure system functionality per the manufacturer's recommendations. The contract documents will state if any of the materials will be supplied by the state. Materials not supplied by the state shall be supplied by the contractor. If no materials list is provided in the contract documents, the Contractor shall furnish and install the complete system shown on the contract documents. The Contractor shall use products off the New York State DOT Approved Products List (APL). This work shall consist of installing Pedestrian Signal Pole Assembly in accordance with the Standard Sheets, Standard Specifications, Contract Documents and as directed by the Engineer. All work involving the installation of Pedestrian Signal Pole Assembly and its components shall be in accordance with the Contract Documents. The work shall include, but not limited to, excavation, foundation and conduit (internal to foundation), pole, transformer base (if specified in contract documents), accessible pedestrian signal (APS), pedestrian signal sections, LED modules for hand/man and countdown timer, mounting brackets, pushbutton extensions (if specified in contract documents), all wiring internal to the pole, disposal, fill, topsoil, establishing turf (in disturbed areas), grading (adjustments and grading of existing ground), repairs to surrounding asphalt and/or concrete as necessary. All materials, equipment, labor, programming and testing required to perform these tasks is included. This work shall consist of furnishing and installing a Rectangular Rapid Flashing Beacon (RRFB) assembly in accordance with the contract documents or as directed by the Engineer. All materials and labor required to provide a complete functioning system are to be included. Under this item, the Contractor shall clean out and install a drag wire in the existing underground conduit, as indicated in the contract documents and/or as directed by the Engineer. The purpose of the drag wire is to facilitate installation of wire cable, furnished and installed under another Contract item. MBE (2.1%), WBE (6.9%), DBE (6%)
