As of October 13, 2025, per owner, project was out for bidding with results anticipated to have been opened on October 8, 2025. Pending bid results, construction is expected to occur from November 2025 through Fall 2026. The city of Saint Paul, department of parks and recreation, is requesting proposals for professional consultants interested in Providing landscape architecture, engineering, and construction administration services for the completion of the Osborn Plaza improvements project. The project will also require professional engineer (PE) and professional landscape architecture (PLA) licenses in the state of Minnesota. The consultant must demonstrate an ability to accurately predict project costs, lead a Bidding process, and oversee the selected general contractor's compliance with the construction drawings. The major goals of this project are to activate the site for extended use while improving the overall site access and flow of circulation. In 2018, with the input of an advisory committee, the City of Saint Paul, Department of Parks and Recreation created a preliminary concept plan for Osborn Plaza which improves the sociability, accessibility, and comfort of the plaza by providing landscape, leisure, public art, and seating. The Department of Parks and Recreation now aims to refine this design, based upon input from consultants, stakeholders, and community engagement.
