The buildings included in the real estate portfolio will be grouped into the following twelve (12) lots: PROPERTIES CONCERNED Lot 1 École primaire Vincent-Lemire - Saint-François-du-Lac Maurault Elementary School - Pierreville Lot 3 Notre-Dame-de-l'Assomption elementary school - Saint-Zéphirin Lot 7 École primaire Marquis - Saint-Célestin Lot 9 École primaire Terre-des-Jeunes - Bécancour Lot 10 Boutons-d'Or Elementary School - Précieux-Sang Lot 11 École primaire Despins - Sainte-Gertrude Lot 13 Center Saint-Laurent - Sainte-Marie-de-Blandford (adults) Lot 14 École secondaire les Seigneuries - Saint-Pierre-les-Becquets École primaire la Nacelle - Saint-Pierre-les-Becquets Lot 15 École primaire la Source - Sainte-Cécile-de-Lévrard Lot 19 Arc-en-Ciel Elementary School - Sainte-Monique Lot 20 École primaire Le Rucher - Saint-Sylvère Lot 24 École primaire Rayons-de-Soleil - Manseau TENDER CONDITIONS All conditions mentioned in this invitation to tender are contained in this tender document. BID VALIDITY Tenders are irrevocable after submission and shall be valid for a period of 45 days from the date of tender opening. IMPORTANT: Due to the summer vacations, visits will have to take place after August 12, 2024 in order for you to be able to have the document signed. If, for a valid reason, the visit should take place before this date, please send a request by e-mail to service.rm@cssdlr.gouv.qc.ca to make an appointment. SITE VISIT The bidder must visit the sites of the administrative units for which he wishes to bid and meet with the management concerned or a representative of the latter, using the plan provided, in order to visualize on site the extent of the land to be maintained. In addition, the signature of management or its representative is mandatory in Book No. 2 - Price Schedule to ensure bid compliance. Bids received by fax or e-mail will not be accepted. Bids received after the closing time will be returned to bidders unopened. DURATION OF CONTRACT The contract covered by this call for tenders will be for a period of two years, with two options to renew for subsequent periods of one (1) year each. - from October 21, 2024 to May 16, 2025; - from October 20, 2025 to May 15, 2026; - from October 26, 2026 to May 14, 2027 (option year); - from October 25, 2027 to May 19, 2028 (option year). INTERGOVERNMENTAL AGREEMENT Intergovernmental agreement refers to any agreement concluded between the Government of Québec and another government concerning access to public markets, applicable to the call for tenders and mentioned, where applicable, in the notice of call for tenders published on the SEAO. This public tender is subject to the following intergovernmental agreements (thresholds updated January 1, 2024): ACCQO Quebec-Ontario Trade and Cooperation Agreement ALEC Canadian Free Trade Agreement CETA Comprehensive Economic and Trade Agreement between Canada and the European Union; PROCEDURE FOR RECEIVING AND EXAMINING COMPLAINTS Pursuant to section 21.0.3 of the Act respecting contracting by public bodies (RLRQ, chapter C 65.1), public bodies governed by the Act respecting the Autorité des marchés publics (RLRQ, chapter A-33.2.1) are required to adopt a procedure for the receipt and examination of complaints. The purpose of this procedure is to provide for the equitable handling of complaints made in connection with the awarding of a public contract by the Centre de services scolaires de la Riveraine. It defines the steps for receiving and examining complaints, as well as the means of communication. Complaints must be filed using the "Formulaire de plainte adressée à un organisme public" form before August 8, 2024. You will find the complete procedure as well as the link to this form on the Riveraine School Service Centre website in the Policies and regulations section at the following address: www.cssdlr.gouv.qc.ca. OTHER The Centre de services scolaires does not undertake to accept the lowest or any of the bids received and opened.
