The final scope of work included in the RFP will include approximately 85% of the FCA items. Step 1: Prequalification of Design-Build Entities Step 2: Request for Proposals (RFP). Phase during which the County will consider proposals submitted by the prequalified, shortlisted Design-Build Entities. The RFP will include but not be limited to: o Design Criteria Documents, which will include Basis of Design narratives and Performance Specifications. These documents will be more performance-based than prescriptive. o Specification of Facilities that will allow only off-hours work (nights and weekends), and work in occupied facilities that will require phased work or "swing space." o Description of significant room for laydown and staging. o A detailed analysis of hazardous materials, performed by Alameda County General Services Agency Environmental Department-Capital Programs o There is no structural upgrade work, other than requirements for seismic bracing for MEP equipment. It is mandatory that all Design-Build Entities complete the Prequalification Questionnaire, provide ALL materials requested herein, and determined to be prequalified by the County to be on the RFP shortlist. No proposal will be accepted from a Design-Build Entity that has failed to comply with the requirements of the Prequalification Document. Prequalification Questionnaires that fail to clearly present ALL of the requested information, present false or misleading information, or are not submitted in the format requested may be considered non-responsive and rejected on that basis. While the Prequalification Questionnaire and required attachments are intended to assist the County in determining bidder responsibility prior to receipt of proposals, the County reserves the right to reference other sources available in its prequalification assessment of Design-Build Entities. The County's prequalification determinations will be based on objective evaluation criteria. However, neither the fact of prequalification, nor any prequalification rating, will preclude the County from additional post-proposal consideration and determination of whether a submitter has demonstrated the requisite trustworthiness, quality, fitness, capacity, and experience to satisfactorily perform the proposed Project work. The County reserves the right to accept prequalification applications despite minor irregularities and omissions in the information which would otherwise serve to disqualify a Design-Build Entity. The County reserves the right to make all final prequalification determinations and to determine at any time that the prequalification procedures will not be applied to the Project.
