The New York State Office of General Services Design and Construction Group (D&C), on behalf of the New York State Department of Environmental Conservation (NYSDEC) Division of Lands and Forests, is seeking Letters of Interest from qualified architectural/engineering firms to provide consulting, design, site planning, landscape architecture, bid and construction phase services to secure regulatory approval and bid documents for modernization of the NYSDEC Saratoga Tree Nursery. MBE Goal: 15% WBE Goal: 15% SDVOB Goal: 6% Firms are expected to provide high quality engineering, architectural, landscape architectural, site planning design, and permitting services involving development of bid documents and construction phase services to support the NYSDEC program needs at the Saratoga Tree Nursery. Qualified firms will provide complete design documents, specifications, field surveys, wetland delineations, geotechnical investigations, structural inspections, records, calculations, hazardous materials survey, estimating and construction administration/support activities to design administration, operations, and infrastructure associated with modernizing the facility. The design intent is for a highly efficient operation for the propagation, harvesting, sorting, chilling, storing, and distribution of 1- to 5-year-old high-quality vegetative materials in bare root, plug and pot form from seed sources processed and stored at the facility. Specifying appropriate equipment for; irrigation, seed extraction and storage, bare root and plug form sapling propagation and sorting, bare root storage, for external shipping or internal customer pickup is also required. The qualifying firm and their subconsultants will be experienced in all aspects of the design, construction and reconstruction of seed extraction, greenhouse, field nursery and related agricultural structures, processes, and systems. The qualifying firm and their subconsultants will have this experience with multiple projects of similar scale and complexity within the past 7 years. In addition, the firm will be experienced in performing relevant existing conditions investigations. Assignments may include, but not be limited to, the following: Design of new, energy efficient structures and systems for functions relating to administration, maintenance, storage, seed and sapling production, testing and processing, irrigation, water pumping, material storage, alternative energy, product distribution and shipping. Structure types include residential, office, commercial agricultural horticulture production, irrigation, vehicle maintenance, storage, shipping, greenhouses, refrigerated storage and laboratories. Demolition, renovation, and rehabilitation of some existing structures and facility amenities. Site planning to maximize efficiency of operations and aid future redevelopment. Compliance with the latest building code including review of work done by others for compliance with applicable codes. Application of energy efficiency and sustainability in compliance with the Governor's Executive Order 22. The firm(s) must also be experienced in providing Commissioning services. Land surveying, including limited topographic and boundary mapping. State Environmental Quality Review assessment and documents. Environmental permitting including coordination with regulatory agencies such as NYSDEC, State Historic Preservation Office, United States Army Corps of Engineers. Geotechnical investigations and reports Storm water pollution prevention Road construction Storm sewer, sanitary sewer, water piping, well development, irrigation pond design Refrigeration Alternative energy system design Hydrogeologic observations and modeling for irrigation systems. Requirements associated with structural/civil/site engineering, industrial engineering, HVAC systems, electrical engineering, fire protection/fire alarm engineering, and architecture. Hazardous material investigation and design services for the remediation/removal of such materials as part of the work of this contract. Possible construction management and/or construction inspection services as advisor to the owner. Services can be provided by the proposed design team including sub-consultants. Consultants are expected to follow OGS D&C's rigorous procedures and provide documents, specifications, and reports of the highest quality standard. MAXIMUM CONTRUCTION COST: $20,000,000.00 The method of Contractor Selection has not been Determined at this time.
