Site work for a water / sewer project in Moline, Illinois. Completed plans call for site work for a water / sewer project.

The project work consists of the following major items and approximate quantities: Unclassified Excavation 31,376 CY, Offsite Borrow 12,044 CY, 12 RCP, Class IV 654 LF, 18 RCP, Class IV 1,495 LF, 24 RCP, Class IV 193 LF, 42 RCP, Class IV 1519 LF, 54 RCP, Class IV 585 LF, 4 Manhole 6 Each, 6 Manhole 7 Each, 7 Manhole 3 Each, Inlet - Type A 5 Each, Seeding 28 Acre, Mulching 28 Acre. The Metropolitan Airport Authority of Rock Island County has established a Disadvantaged Business Enterprise (DBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. It is the policy of the Metropolitan Airport Authority of Rock Island County to ensure that DBEs as defined in Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. The Disadvantaged Business Enterprise (DBE) goal for the project has been established at 8.0%. Compliance with the requirements of the DBE Program Goals found in Volume #1 of the Specifications is a mandatory part of the bidding process. Contract award will be based in part upon DBE participation. Each prospective bidder, in evidence of competence, to perform the type of construction or related construction required by the project description, shall furnish to the Quad Cities International Airport, Metropolitan Airport Authority of Rock Island County as a part of their prospective proposal, a current, certified or photostatic copy of a "Certificate of Eligibility" issued by the Illinois Department of Transportation in accordance with IDOT's instructions for Prequalification of Contractors. As an alternative to Illinois Department of Transportation pre-qualification, a contractor may submit a statement of experience and financial capability to the Airport along with their bid. Said statement shall provide information regarding the successful completion of a minimum of three projects of similar scope and magnitude within the last two (2) years including project reference who can verify the contractor s role and satisfactory experience performing similar work. The statement will also provide a summary of any outstanding liens or judgments against the contractor or other factors that may interfere with the completion of this work. Finally, the Contractor shall provide a general summary of financial capability. Failure to demonstrate experience or financial capability will be considered cause for disqualification of a bidder. A bid bond, cashier s check, or a certified check made payable to the order of the Quad Cities International Airport in the amount of ten percent (10%) of the total bid must be deposited by each bidder with his bid as a guarantee that in case the contract is awarded to him, he will within fifteen (15) days thereafter, upon receipt of written notice of award, execute such contract and furnish a satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as liquidated damages and acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. The checks or bid bonds of all, except the three (3) lowest responsible bidders, will be returned within ten (10) days after the bids are opened and read. The remaining checks or bid bonds will be refunded as soon as the contract and bond have been properly executed and approved. The successful bidder, as determined by the Owner, will be required to agree that no less than the prevailing rate of wages will be paid to all workmen, laborers, and mechanics performing their work under this contract. All proposals must be made on forms furnished within this set of Contract Documents. The successful bidder will be required to furnish performance bond satisfactory to the owner in the amount of the contract. The owner reserves the right to waive or not to waive any irregularities in the bids to reject any or all bids and to determine which is the lowest and best bid or combination of bids for the improvements. ***Document Note: Bid Documents Available: Instruction to Bidders, form of proposals, form of agreements, specifications, and wage rate will be available on Monday, July 8, 2024. Cost for printing and/or downloading of bid documents as required by CityBlue Technologies shall be non-refundable. Hard copies of the documents are required for bidding purposes and only bids from plan holders registered through noted sources will be accepted. All addenda issued for this contract shall also be available through the noted site to registered plan holders as they become available. Copies of the Contract Documents including Project Drawings and Technical Specifications, Instruction to Bidders, form of proposals, form of agreement, specifications, and wage rate are on file and may be inspected at: Office of the Airport Executive Director, QUAD CITIES INTERNATIONAL AIRPORT, 2200 69th Avenue, Moline, IL 61265 and Office of Crawford, Murphy & Tilly, Inc., 3300 69th Avenue, Ste. 2, Moline, Illinois 61265 or as noted below. A complete set of bid documents may be obtained from: CityBlue Technologies 4657 44th Street Rock Island, Illinois 61201 Scope of Work The project consists of unclassified excavation, offsite borrow, new storm sewer, erosion control, topsoiling, and turfing as well as all incidental and collateral work necessary to complete the improvements shown on the plans and as described herein. It is the intent that payment under the unit items as set forth in the proposal shall include all labor, material and equipment necessary to construct the work as shown on the drawings and as specified herein. No additional payment will be made for construction of the work shown and specified.
