Each Proposer shall provide a Statement of Qualifications which shall not exceed ten (10) pages (including resumes). This page limit applies only to the Statement of Qualifications, and does not apply to the Proposal. The Statement of Qualifications shall include the following: A brief history and description of the entity/firm submitting the Proposal. The contract period for the service contemplated by this RFP will commence in or about Effective Date, and shall expire on December 31, 2026. The CITY shall have the option to extend the contract for two (2) additional one (1) year periods. The purpose of this Request for Proposal is to identify a consultant to collaborate with the City's Office of Sustainability to define and create a new Climate Action Plan for the City of Albany. MWBE-Certified vendors are encourages to submit proposals. Identification of the entity/firm's professional staff members who will be assigned to this engagement if the entity/firm's Proposal is selected. Include summarized information regarding the professional staff members detailing qualifications for Plan Development Services, years and types of experience, education, licensure, certifications, accomplishments, etc. Specify the extent of the availability and commitment of each such professional staff member who will be assigned to this engagement if the entity's Proposal is selected. Specify a project manager and contact person to coordinate the services for the CITY. Evidence that Proposer at all times obtains and maintains all licenses, if any, required by Federal, State, and Local Laws to perform the services contemplated by this Agreement and all licenses, certifications, and qualifications to perform the Plan Development services. At least three (3) references with similar Plan Development operations to the CITY, with dates of service, client name, and contact information, including mailing and email addresses as well as telephone numbers. E. A signed cover letter from a person within the entity/firm who is authorized to make representations on behalf of the firm and to bind the entity/firm. F. A summary of the entity/firm's general experience in providing Plan Development services to municipalities of the same or similar size as the City of Albany, with special attention given to other municipalities. G. Evidence that the entity/firm has a minimum of five (5) years' experience in Plan Development service work and shall submit documentation to substantiate their work experience. H. Evidence that the entity/firm has properly trained crewmembers who are experienced and, if necessary, certified for each aspect of the ensuing contract. I. The selected Proposer(s) shall furnish, and shall have on the job site(s) at all times, ample equipment to properly carry out the work contemplated herein, including such tools or equipment as may be necessary to meet requirements. Equipment shall be in good working order at all times. J. Identification of any services that the entity/firm intends to subcontract to other entities/firms, and identify the proposed subcontractors with their qualifications and contact information, including names, telephone numbers, and mailing and email addresses. The purpose of this Request for Proposals is to identify a consultant to collaborate with the City's Office of Sustainability to define and create a new Climate Action Plan. The first part of the CAP is for the community as a whole. This section will explain in clear terms the nature and consequences of climate change, how the people of Albany can cooperatively reduce our emissions, and what we can do to adapt and prepare The second part will cover City operations - how we adjust our processes to both reduce emissions and adapt to the changes that are already locked in. A greenhouse gas emissions inventory for both the community and city operations will be provided to the chosen consultant. In preparing this Climate Action Plan, the consultant will include the results of those inventories, as well as consider local, regional, state, federal, and international climate policies and goals, including but not limited to the following: International: IPCC Sixth Assessment Report (2023) Federal: Fifth National Climate Assessment (2024) New York State: Climate Leadership and Community Protection Act (CLCPA) (2019), New York State Climate Impacts Assessment (2024), New York State Extreme Heat Action Plan (2023) Regional: Capital District Priority Climate Action Plan (2024), Capital District Zero Emissions Vehicle Plan (2020), New Visions 2050 Transportation Plan (CDTC) (2022) Albany County: Albany County Climate Resiliency Plan (2023), Albany County AllHazard Mitigation Plan (2018) City of Albany: Albany 2030 Plan, Appendix D: Climate Action Plan (2012), Albany Climate Vulnerability and Adaptation Plan (2013), Albany Clean Energy Master Plan (2023), Albany Five Cities Energy Plan (2015), Albany Fleet Electrification Study (2022), South End Air Quality Report (2019) Any award of this RFP for the services contemplated hereunder shall be conditioned on the later execution of a formal written contract. The CITY reserves the right to revoke or rescind any award at any time prior to the full execution of a formal written contract. 2.8 Respondents shall avoid submission of marketing material 2.9 All information submitted in response to this RFP is subject to the Freedom of Information Law (FOIL), which generally mandates the disclosure of documents in the possession of the CITY upon the request of any person unless the content of the document falls under a specific exemption to disclosure. The final deliverable will be a comprehensive, two-part Climate Action Plan developed through a thorough and creative public engagement campaign which targets outreach to both City staff and the community as a whole. The Consultant shall work with the City to identify the most effective process by which to accomplish the following tasks: Submission of any Proposal indicates an acceptance of the conditions contained in this Request for Proposals unless the submitted Proposal clearly and specifically states otherwise. Questions regarding this RFP shall be submitted in writing following the instructions outlined in Section 10 of the RFP. Questions submitted after Friday, August 9, 2024 at 5:00PM EST will not be answered. The CITY reserves the right to award the services, in whole or in part, to one or more entities, firms, and/or individuals. The CITY reserves the right to accept or reject any and all Proposals in whole or in part, to waive any and all informalities, require supplemental statements or information from any responsible party, negotiate potential contract terms with any respondent to this RFP, have discussions with any respondent to this RFP to correct, and/or clarify responses which do not conform to the instructions contained herein and to disregard all non-conforming, non- responsive or conditional Proposals.
