** As of September 4, 2024 this project has been awarded to Curt Heisinger Monument Restoration** The City of Centralia is seeking bids for monument repair services to not exceed $10,000 at the City Cemetery, 200 E. Hwy 22, Centralia, MO 65240. The bidder must have incorporated as a monument company for a period of 10 or more years. The awarded contractor may use designated areas within the cemetery for equipment parking and material storage. All equipment and storage must leave adequate passage for people or vehicles, as applicable. Any other arrangements need to be made with the Cemetery Sexton. The City is not liable for equipment left onsite. Work to be Performed Level and straighten monuments with work ranging from resetting bases with concrete, sand or 5/16 crushed limestone provided by the awarded contractor. All upright monuments will have concrete bases and flush markers will be leveled with sand or 5/16 crushed limestone. Broken monuments will be repaired with a joint sealer. Monuments that are out of alignment will be placed back onto their original position. The Cemetery Sexton will specify which blocks and particular areas are priorities for repairs. All stones to be repaired with adhesive must first be washed, dried and not touched. Epoxies rather than cement or lime mortar are required for the adhesive or the use of a commercial grade monument setting compound. The adhesive should be kept back from the edge of the stone by at least 1/4 ". The grave stone is then clamped and braced for the recommended curing time. An industrial grade structural fill must be applied to the remaining crack to seal the stone in place. Awarded contractor to provide cement to wet-set any monuments from the base to the foundation. Awarded contractor will provide all tools and equipment necessary to complete the repair services. A Heavy Duty Monument Jack and Tombstone Jack capable of lifting 9600 pounds is necessary to reset monuments. Awarded contractor will not damage any of the monuments. Contractor is responsible to fix or repair any damaged monuments/markers. Any inscription on the monuments, which may be damaged, must be replaced exactly as the original. There are approximately 25% of the monuments that are "Large" and 75% "Medium" size. Monuments by City of Centralia Municipal Cemetery are considered "Small" if they weigh under 399 pounds, "Medium" if they weight between 400 to 800 pounds and "large" if they weigh over 801 pounds. Some monuments have fallen over, and some are tipped. The Cemetery Sexton will provide the proper location of the stones and mark the locations. Monuments to be reset will be identified by name and marked with a flag. A complete list to be reset is available with a printed copy to the awarded bidder. Staff will deliver the proposal to the City Clerk. City Hall is open from 8:00 a.m. - 5:00 p.m. Monday - Friday. Please allow additional time for in-person delivery. It is the Proposer's responsibility to allow enough time for their Proposal to be filed with City Hall staff. The City is not responsible for delays occasioned by the U.S. Postal Service, the internal mail delivery system of the City, or any other means of delivery employed by the bidder. Similarly, the City is not responsible for, and will not open, any bid responses which are received later than the date and time stated above. Verification of bids received by the City will only be announced at the bid opening. Failure to supply any information requested to accompany bids is cause for rejection of the bid as non-responsive. The City Clerk reserves the right to request additional information if clarification is needed and to reject any or all bids. Bid Award: 1. The vendor's bid must be complete to be considered for award. 2. It is the intent of the City to make an award, within sixty (60) days of the bid opening date. 3. Award of this bid will be made to the lowest responsive, responsible and qualified bidder. 4. The City reserves the right to qualify, accept, or reject any or all vendors as deemed to be in the best interest of the City. The City of Centralia reserves the right to accept or reject any or all bids and to waive irregularities or technicalities in any bids when in the best interest of the City. The City of Centralia reserves the right to accept or reject any exception taken by the vendor to the terms and conditions of the request for bid. 5. Award of this bid does not restrict the City from procuring the required supplies and services from other qualified vendors. 6. The City reserves the right to accept or reject the pricing submitted and request bids from other vendors. 7. The City reserves the right to award in whole or in part, whichever serves the best interest of the City of Centralia. 8. Any change to the contract must be approved in writing by the Buyer and the awarded vendor. The Awarded contractor is expected to be actively working on this project with sufficient manpower and equipment whenever conditions permit. Work shall begin August 21, 2024, and shall be completed on or before October 30, 2024. Work shall be ongoing from date of bid award. Awarded contractor may work in any safe weather conditions. Construction of portable plastic tents or other protection is acceptable as long as the structure is not attached to monuments or other structures. Extensions will only be granted if unsafe weather conditions do not permit work to be completed no later than December 31, 2024 (i.e. work is not expected or allowed during snow storms, lighting storms, floods, tornado watches or warnings, or similar hazardous conditions affecting the area). The City reserves the right to reject any or all bids in whole or in part received by reason of this Invitation to Bid. The City will not pay for any information herein requested, nor is it liable for any cost incurred by the bidder.
