Request for Proposal Kansas Department of Wildlife and Parks LEHIGH- Visitor Center Period of Contract: Date of Award through September 30, 2025 Bid Guarantee: Five percent (5%) of the total bid amount is required. Before the end of the day, on Wednesday, July 31, 2024. The Committee reserves the right to accept or reject any or all proposals or part of a proposal; to waive any informalities or technicalities; clarify any ambiguities in proposals; modify any criteria in this RFP; and unless otherwise specified, to accept any item in a proposal. The Director of Purchases requires that a bid guaranty in the amount of five percent (5%) of the total bid be submitted by all bidders to ensure faithful performance with the conditions of this RFP. A bid guaranty must be one of the following: (1) certified check, cashier check, or certificate of deposit payable to the State; or (2) a properly executed bid bond payable to the State. All checks or certificates of deposit submitted as a bid guaranty shall be returned after contract award unless the guaranty shall serve as a performance guaranty for the successful bidder. Bonds will not be returned. If the successful bidder fails or refuses to enter into a written contract, the State shall retain the bid guaranty as liquidated damages. Calendar Days: Contractor agrees, if awarded the Contract, to complete the Work of the Contract within 280 Calendar days form the "Notice to Proceed" issued by KDWP Project Manager. Liquidated Damages Amount: Liquidated damages for the Project are established at the rate of $1000.00 per day until the completion of the project including all punchlist items. We understand that a Park Entry and Visitor Center building will be located on the south side of the lake. We have assumed that this building will be a one or two-story structure with a grade-supported floor slab and no basement. Overall plan dimensions of the building had not been set, but conceptual plans indicate a building with dimensions of about 180 by 55 feet. Foundation loads for this building were not known, but were assumed to be less than 100 kips for isolated columns and 4 kips per lineal foot for load-bearing walls. The finished floor elevation of the proposed building had not been determined at the time our report was prepared. For the purpose of our analysis, we have assumed that finished floor will approximately match existing site grades. There is about 6 feet of elevation change over the proposed building area, and we have assumed that less than 6 feet of cut and/or fill will be required to establish finished grades for the Visitor Center. The scope of the exploration and engineering evaluation for this study, as well as the conclusions and recommendations in this report, were based on our understanding of the project as described above. If pertinent details of the project have changed or otherwise differ from our descriptions, we should be notified and engaged to review the changes and modify our recommendations, if needed.
