Ruthven Street Retaining Wall Construction. Summary The City of Pittsburgh Office of Management & Budget, on behalf of the Department of Mobility & Infrastructure, is soliciting bids for the construction to replace and rehabilitate portions of the existing retaining wall supporting Ruthven Street above the Pittsburgh Regional Transit's (PRT) Martin Luther King Jr. busway in the City's Polish Hill neighborhood.
