** As of September 30,2024 project is on hold. No definite date for the rebid.** Tom Taylor Regional WTP Expansion Phase III - Package 3 Construction and Start-up of Filter and Backwash Facilities. Scope of Work: You agree to furnish, install, and deliver all labor, materials, equipment, supervision, and insurance for the Filter and Backwash Recovery Basin Facilities per the contract documents for the Tom Taylor Regional WTP Phase 3 Expansion for the Upper Trinity Regional Water District, including Addenda noted in Article 1.4 above Question Deadline 08/08/2024 at 3:00 PM CTT The deadline to ask questions at Proposers wanting further information, interpretation or clarification of the contract documents must make their request in writing online. Anticipated NTP for this package is Sep 6, 2024. Filter facility must be completed, started-up, commissioned, trained and ready for plant use no later than 5/1/26. Backwash basin facility must be completed, started-up, commissioned, trained and ready for plant use no later than 7/1/26. Time of completion is of extreme importance to this project. Proposers commitment and approach to the completion of these structures will be evaluated as part of the scoring process. Long Lead Filter Equipment; including Underdrains, GAC Media, and Valves, Gates, and Actuators for the filter and backwash structure have been pre-procured by the CMAR. The scope of these early procured items were procured as Package 1 of this project and are attached as a reference exhibit within the online. documents. Additional Early Procured Equipment, which will be advertised in a later package includes: a backup generator with ATS and paralleling switch gear, ozone generators, onsite sodium hypochlorite generation equipment, plate settlers, flocculators, Backwash Recovery pumps, Sludge Collectors, chemical feed pumps, chemical storage tanks, VFDs, specialty valves, and any other long-lead equipment. Interim improvements to maintain plant capacity during construction activities. Scope Upper Trinity Regional Water District (District) owns and operates the Thomas E. Taylor Regional Water Treatment Plant (Taylor WTP) located in Lewisville, Texas. The WTP was originally constructed in 1995 and has undergone two expansions (Phase I and Phase II) to reach a current rated capacity of 70 million gallons per day (MGD). To meet the demands of the rapidly growing area, the District plans to expand the WTP capacity to an ultimate capacity of 157 MGD in four phases. First up is Phase III, designed to uprate the plant from 70 MGD to 85 MGD. During construction activities the Taylor WTP must be able to operate and can only be taken out of service during low demand times for short periods of time. TOM TAYLOR WTP EXPANSION - PHASE IIIA In summary this Package 3 consists of the construction and start-up of Expansion Phase IIIA and includes the "Long-Lead Facilities" listed below: Filter Complex No. 1: Adds four (4) dual-media filters to increase filtration capacity to 85 MGD. Backwash Basin. TOM TAYLOR WTP EXPANSION - PHASE IIIB In summary, the Phase IIIB Expansion includes construction of the following: Raw Water Meter Vaults: New magnetic flow meters with vaults and modified raw water piping. Rapid mix modifications and additional flow meters and modulation modifications. Flocculation and Sedimentation Basin Improvements: Uprate Basins 1 and 2 by 7.5 MGD each (for a total of 15 MGD) by modifying the flocculation zones and adding plate settlers and hoseless sludge collectors to the sedimentation zones. Replace the sludge collectors in Basins 3 to 6 with hoseless sludge collectors. Repair the Basin 3 construction joint. Backwash Recovery Basin and Recycle Pump Station: Adds a backwash recovery basin and recycle pump station to separate backwash waste from the lagoon. Ozone System Improvements: Replaces the existing ozone diffusers with a side stream ozone injection system and modifies the ozone contactors to increase the hydraulic throughput to 85 MGD. Expands the liquid oxygen (LOX) system by replacing the existing ozone generators, destruct units, supplemental nitrogen system, and monitoring equipment. Adds a chilled water system. Onsite Sodium Hypochlorite Generation (OSHG) Equipment Expansion: Adds a new generator and any necessary ancillary equipment to provide a firm OSHG capacity of 85 MGD. Includes the addition of air conditioning to the OSHG room to allow for OSHG operation during hot summer days. Chemical Feed and Storage Additions: Adds sodium hydroxide storage and containment (85 MGD capacity) and replaces the ammonium hydroxide system with LAS (85 MGD capacity). Electrical, Instrumentation, and Controls: Add a backup generator with ATS and paralleling switch gear. All other miscellaneous electrical improvements and process control additions and/or changes to support the plant uprating to 85 MGD. Sitework and Grading: All necessary sitework and grading to construct the above listed. In summary, the LLRWPS Improvements includes construction of the following: Replacement of existing 7 mgd pump with 30 mgd pump (including VFD) Replacement of 4 VFDs Rebuilding existing pumps Miscellaneous piping and valves replacements New generator Miscellaneous building modifications to improve equipment accessibility and maintenance Miscellaneous HVAC modifications CMAR reserves the right to reject any and all Proposals and waive any and all formalities, and the right to disregard all nonconforming or conditional Proposals or counter proposals. As time is of the essence, any delay to the completion date of the project that is deemed the responsibility of the PROPOSER, the following liquidated damages shall be assessed against the PROPOSER: $1000 per day beyond dates given above. It shall be each Proposer's sole responsibility to inspect the site of the work regarding the local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the proposal submitted.
