Furnishing all labor, equipment, and materials for the construction of the Spencer Creek Lift Station Improvements, Bid Package No. 2 - Force Main project, which consists of the following: 1. Installation of approximately 4,680 linear feet of 24-inch diameter gravity sanitary sewer, including approximately 370 linear feet of 24-inch diameter sanitary sewer installed in a steel casing under Interstate 280 and Spencer Creek, and related manholes and appurtenances; 2. Installation of approximately 2,110 linear feet of 8-inch diameter gravity sewer, and related manholes and appurtenances; 3. Installation of approximately 5,830 linear feet of 12-inch diameter sanitary sewer force main, including air release manholes, air release valves, fittings, and other appurtenances; 4. Site work, including mass grading as shown on the Drawings; 5. Site dewatering as required for construction, and; 6. All other work as required by the contract documents. The Work shall be performed between along and north of Forest Grove Drive, west of Wells Ferry Road, and along the north side of Interstate 80 on the northeast side of the City of Bettendorf, Iowa. All bids must be filed in the Office of the City Engineer before the time herein set, on forms furnished by the Owner, and must be enclosed in a separate sealed envelope and plainly identified. Each bid shall be accompanied by bid security as defined in Iowa Code Section 26.8, and as specified in the Bidding Documents, as security that if awarded a contract, the bidder will enter into a contract at the prices bid and furnish the required performance and payment bonds and Certificate of Insurance. Each successful Bidder will be required to furnish Performance and Payment Bonds acceptable to the Owner on forms provided in the specifications in amounts equal to one hundred percent (100%) of the contract price. Work on the improvement shall commence within 30 days after the Effective Date of the Contract, or on the day indicated in the Notice to Proceed. The Notice to Proceed will be issued upon approval of the contract and bonds by the City Council and the Work shall be completed as stated below. The Work shall be substantially completed on or before March 1, 2026, and the Work shall be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before June 1, 2026. Failure to meet either the Substantial Completion date or Final Completion date will result in the assessment of liquidated damages of $1,500.00 per calendar day. The Contractor shall conform to all requirements of the Federal Labor Standards Provisions (including Davis-Bacon prevailing wage rates) and Wage Decision No. IA 20240001 dated April 19, 2024, attached to the Supplementary Conditions in the Specifications. The Owner hereby reserves the right to reject any or all bids, to waive informalities and irregularities, and to enter into such contract or contracts as it shall deem to be in the best interest of the City.
