Site work and outdoor lighting for a road / highway in Pittsburgh, Pennsylvania. Completed plans call for site work for a road / highway; and for outdoor lighting for a road / highway.

Scope- - 1 to 1 conversion to replace approximately 37,000 high pressure sodium cobrahead streetlight luminaires to LED streetlight luminaires. - The City is pursuing the option of adding a Network Lighting Management System (NLMS) to their streetlight infrastructure. The City will purchase the NLMS through a separate contract, currently out for solicitation. The awarded contractor of the conversion project (LED Modernization Project) will be responsible for storing and implementing the NLMS under this contract. - The awarded contractor for the conversion project will be managed by The Efficiency Network (TEN), who will provide a conversion schedule and all information pertaining to design of the project as a whole The City of Pittsburgh Office of Management & Budget, on behalf of the Department of Mobility & Infrastructure, is soliciting bids for a contractor to convert the City's existing high pressure sodium cobrahead luminaires to LED luminaires. If the City selects to use a Network Lighting Control System (NLMS), the contractor would also be responsible for implementing the NLMS and storing the equipment that comes with the NLMS. The conversion project will be managed by The Efficiency Network (TEN) and City staff. The City reserves the right to request clarification on any Bidder's Bid prior to Award. Bidder must provide written clarification and any requested documentation to the City within five (5) business days of the request, or by an earlier deadline conveyed by the City if so designated. Awarded: October 2024, Start Construction: ~ March 2025, End Construction: September 2026 or March 2027. Timeline all depends on when an agreement is signed. In addition to all laws explicitly referenced in the Contract, Contractor must fully obey and comply with all other federal, state, and local laws, statutes, ordinances, resolutions, and administrative regulations that are applicable to any Work performed under the Contract. Contractor agrees to maintain throughout duration of the Contract, all necessary City, county, and state licenses and approvals as applicable (including required professional licenses and exams), and to immediately notify the Office of any loss or changes of licenses and approvals. Contractor agrees that section 161.16(e) of the Pittsburgh Code of Ordinances, stating that Contractor must pay at least the applicable prevailing wages as will have been determined by the City Controller pursuant to the City Service Worker Prevailing Wage Ordinance, Title I, Article VII, Section 161.38(I)(B), as the same may be amended, and as will have been determined by the Secretary of Labor and Industry to the workers employed in the performance of any contract for public work subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442), as amended August 9, 1963 (Act No. 342), and the regulations issued pursuant thereto, and all supplements and amendments thereto, must be made a part of the Contract as fully as if attached hereto, and that Contractor will comply in all respects with the provisions thereof, insofar as the same implicates the Contract Contractor shall replace cobra head fixtures, install photocell/network lighting controllers (also known as nodes) on the existing poles and arms in the City of Pittsburgh territory as defined by Contract documents. Any miscellaneous lighting and electrical material needed to meet NEC code is also the responsibility of the Contractor Contractor will remove and replace existing cobra head streetlighting with new LED approved replacements. Contractor shall receive new network lighting controllers, which shall be shipped to the Contractor from the City's Vendor on a separate Contract. Contractor shall be responsible for handling and installing the network lighting controllers in lieu of the photocell (if the network lighting controllers are provided by a separate City contract/vendor) and shall be responsible for commissioning. Guarantees should be in the form of a surety bond, certified check, cashier's check or letter of credit in an exact dollar amount equal to five percent (5%) of the bid. For example, a total bid of $100,000.00 should have a bid guarantee in the amount of $5,000.00.
