This solicitation is subject to the provisions of Virginia ABC's General Terms and Conditions and any changes or revisions thereto, which are hereby incorporated into this Invitation for Bids in their entirety. The attached Special Terms and Conditions shall also be a part of the solicitation. In compliance with this Invitation For Bids (IFB) and all conditions imposed in this IFB, the undersigned firm hereby offers and agrees to furnish all goods/services required by this IFB at the prices indicated in the pricing schedule, and the undersigned firm hereby certifies that all information provided below and in any schedule attached hereto is true, correct, and complete. Any resulting agreement shall be defined by a written contract, which shall be binding only when fully executed by both parties. PERIOD OF CONTRACT 10/1/2024 - 9/30/2025 with the option of four (4) subsequent one (1) year renewals.) The purpose of this Invitation for Bid (IFB) is to solicit bids from qualified bidders who are licensed HVAC (heating, ventilation, air conditioning) contractors to establish a time and materials contract for heating and air conditioning services, preventive maintenance services and new HVAC equipment (if requested) for the Virginia Alcoholic Beverage Control Authority (Virginia ABC) an Authority of the Commonwealth of Virginia. The area where work will be required is shown in Attachment C, page 14. We currently have 7 stores that need quarterly preventive maintenance and all stores in this area require a service call. These numbers could change without notice at any time. The Contractor shall furnish Preventative Maintenance Service for HVAC related equipment and supplies (including all necessary parts, labor, supervision, materials, equipment and permits, if applicable) and "on-call" repair services on all heating, ventilation, and air conditioning (HVAC) equipment for Virginia ABC Area 7. Preventive maintenance shall include all adjustments and servicing required to maintain systems and equipment in good operating condition, in accordance with the manufacturer's specifications and Attachment F, titled "General Equipment Preventive Maintenance Guidelines". The Contractor shall deliver to the Owner all copies of warranty certificates, maintenance manuals, and other pertinent data as it relates to replaced parts and equipment. Travel charges cannot exceed 1.5 hours to the job site for service calls or preventive maintenance for any location outside of Roanoke. Any travel time that exceeds 1.5 hours will not be allowed. Materials shall be provided at the Contractor's actual invoiced cost. Additional charges are not allowed. All inquiries must be received in writing The Authority shall occasionally require new HVAC units to be furnished and installed. Upon request from Virginia ABC, the Contractor shall provide a quote for such units. If the Virginia ABC Contract Administrator accepts and approves the quote, the purchase and installation shall be incorporated into the contract. An award will be made to the lowest responsive and responsible Bidder. Evaluation will be based on the unit price. Unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. Virginia ABC reserves the right to conduct any test it may deem advisable and to make all evaluations. Virginia ABC reserves the right to reject any and all bids in whole or in part and waive any informality prior to making an award. All services shall be performed by service technicians who are qualified through factory or other training to work on the specific makes and types of equipment to be repaired/serviced and are directly employed and supervised by the Contractor. Evidence of stated qualifications shall be made available to Virginia ABC upon request. Virginia ABC reserves the right to reject Contractor's service personnel who, in the Virginia ABC's judgment, are not adequately qualified to perform the work.
