Description of Project: The City of Springfield, KY (City) is soliciting qualifications for Engineering Services. The engineering services and project(s) will include the following: o Storm Water system improvements, including but not limited to analysis, planning, design, bidding, construction administration and RPR related to said improvements o Other engineering services as needed Applicants should have experience in storm water systems, planning, project funding, design, permitting, construction administration and inspection. The engineer(s) will be employed by the City of Springfield, KY and will work in conjunction with the council and storm water committee. Sources of funding for the Project may include state and federal grant/loan programs, private investment, and local funds. Purpose: This RFQ provides interested engineering firms with information to enable them to prepare and submit proposals for consideration by the City. A specific Request for a Qualifications (RFQ) will be issued to select firms after the City selects projects for design and construction. Type of Contract: A professional services contract will be negotiated with the most qualified firm(s) at a compensation which is stable, fair and reasonable to the City. If a satisfactory contract cannot be negotiated with any of the selected firm(s), this RFQ shall be considered terminated. Proposals: The City reserves the right to select the firm(s) which it deems to offer the best overall proposal taking into consideration all factors such as listed previously in items A thru G above. The City does not intend to award a contract solely on the basis of any response made to this request or otherwise pay for the information solicited or obtained. The City will be the judge as to whether a proposal has or has not met the requirements of this RFQ. This solicitation for RFQ's is being conducted to fulfill state/federal funding agency procurement requirements. The City will adhere to the requirements, as they pertain to conditions of employment, to be observed under the contract: Section 3, Segregated Facilities, Section 109 of the Housing and Community Development Act of 1974, Title VI of the Civil Rights Act of 1964, Executive Order 11246, Rehabilitation Act of 1973, Section 504 Handicapped and Age Discrimination Act of 1975 and the Anti-Kickback Act. No persons shall be excluded from participation in, denied benefits of, or subjected to discrimination in the implementation of this project on the ground of race, color, national origin, sex, age, or handicapped status. Incurring Costs: The City is not responsible for any cost incurred by firms responding to this RFQ. Short- listed firms may be asked to provide additional copies. Qualifications Submittal Content: The contents of the qualifications submittals of the successful firm(s) may become part of the contractual obligations if a contract is executed. Failure of a successful firm(s) to accept these obligations may result in cancellation of the award. Economy of Preparation: Qualification submittals should be prepared simply and economically, providing a straight forward, concise description of the firm's ability to meet the requirements of the RFQ and should not exceed 20 pages (not including I and J). Emphasis should be on completeness and clarity of content. Firm Responsibilities: The selected firm(s) will be required to assume responsibility for all services offered in its proposal whether or not it produces them. Firm(s) shall be responsible to adhere to all federal, state and local laws, regulations and ordinances and if a proposal results in a contract award, the selected firm(s) shall be responsible for obtaining all necessary permits and variances.
