The intent of this proposal is to enable the City of Bellaire to acquire multiple qualified contractors to perform emergency debris and household hazardous waste (HHW) removal services for the City of Bellaire. Eligible debris and HHW to be removed shall be determined to eliminate immediate threats to life, public health and safety; determined to eliminate immediate threats of significant damage to improved public or private property; and considered essential to ensure economic recovery of the affected community to the benefit of the community at large. The purpose of this request for proposal is to obtain competitive proposals from qualified proposers who are interested in providing debris removal services. The potential contract awarded as a result of this procurement will be a "requirements" contract, with no quantities guaranteed. The City will negotiate a contract with the proposer(s) whose proposal is the most advantageous to the City considering the relative importance of price and the other evaluation factors included in the RFP. The City reserves the right to reject any or all responses. There will be no retainer paid in order to keep the contract in effect. The contract shall be based on "as-needed" services in the event of a disaster-generated event. It is anticipated that this contract will not exceed $3,000,000. The City of Bellaire City Clerk shall accept SEALED proposals Monday through Friday, 8:00 a.m. - 5:00 p.m. Late proposals will not be considered under any circumstances. The delivery of proposals to the City of Bellaire City Clerk prior to the specified date and time is solely and strictly the responsibility of the Contractor. The City shall not, under any circumstances, be responsible for delays caused by the United States Postal Service or any delivery service, or for delays caused by any other occurrence. All responses must be manually and duly signed by an authorized corporate officer, principal, or partner with the authority to bind said Contractor. After receipt of proposal, it is the intent of the City of Bellaire to evaluate the proposals to secure the most advantageous to the City considering the relative importance of price and the other evaluation factors included in the RFP. The proposed contract is scheduled to be presented to the City Council for its consideration of approval on or about September 9, 2024. Question Deadline 07/24/2024 Requests for clarification shall be directed in writing by email to the City of Bellaire's Director of Public Works Mark Velasquez at mvelasquez@bellairetx.gov, or Assistant Director of Public Works Gilbert Salas at gsalas@bellairetx.gov. Emailed requests for clarification must include "RFP No. 24-016" in the email subject line. The issuance of a written addendum is the only official method whereby interpretation, clarification, correction, or additional information can be given. However, it shall be each proposer's responsibility, prior to submitting the proposal, electronically. The City reserves the right to reject any and all responses and to waive any irregularity, variance or informality whether technical or substantial in nature, in keeping with the most advantageous to the City considering the relative importance of price and other evaluation factors included in the RFP. The contract period shall start after approval of a contract by the City Council and appropriate executed contract and insurance certificates are in place and last through September 30, 2025. This contract may be renewed under the same terms and conditions for four (4) successive one-year periods, upon the agreement of both parties.
