Renovation of a mixed-use development in Paxton, Illinois. Completed plans call for the renovation of a municipal facility; and detention facility.

The Ford County Government Office is seeking Proposals from qualified, responsive, and responsible companies to provide the successful deployment of a video surveillance upgrade at the Jail. The scope of work/specifications is outlined in this Request for Proposal (RFP). The successful Proposer shall meet the terms and conditions set forth in this document and all other attachments. Proposals should include all completed forms (A - C) in the RFP. Proposersshallsend questions/clarifications electronically to clerk@fordcounty.illinois.gov by July 30th , 2024. Written questions will be provided by August 1st , 2024 a. Future integration with jail cell locks, water control, lighting control, and intercom system. b. Integrate existing VoIP system and door control for the courthouse North entrance door, Sally Port doors, and control room door. c. Integrate the control room video surveillance system with both GCMS and PBL School District camera systems for remote monitoring and ALICE response. d. Configure all cameras and camera recording servers to be on a separate "security" VLAN. Modify all existing layer 2 switches to provide for the new "security" VLAN and provide appropriate tagging of ports for this VLAN. e. Removal of all existing cameras, DVRs and control systems. f. Cut and remove all visible analog camera cabling. g. Run all new Cat6 cabling to each camera location. Terminate and certify all cable connections. h. Install, mount, and align all cameras with appropriate weather proofing. i. All cameras must be mounted securely to the facilities. All exterior cameras require a hardened cable whip. j. Configure Axis camera artificial intelligence for person and vehicle detection for specific outdoor motion detection zones. Setup any notification rules for each per owner request. k. Configure all outdoor cameras to record at all times at a rate of 3 frames per second, while ramping up to at least 15 frames per second when motion is detected. l. Configure Axis camera artificial intelligence for person detection for specific indoor motion detection zones. Setup any notification rules for each per owner request. m. Configure all indoor cameras to record at all times at a rate of 3 frames per second, while ramping up to at least to 15 frames per second when motion is detected. n. Provide motion detection testing at two intervals: one during daylight hours and one during darkness. Adjust motion settings accordingly. o. Install Axis Camera Station viewing client on owner requested systems. This may include personal PCs, mobile devices, viewing stations, etc. The installation of Axis Camera Station must be approved by the Sheriff. p. Provide appropriate training of camera system to the group of camera system operators. This includes, but is not limited to, exporting events, adding/removing views, and basic fundamentals of the camera system. q. Configure camera servers to be integrated with Microsoft Active Directory Services. r. Create all management groups and individual user access privileges for each camera and group. Contract must be complete by October 16 th ,2024.
