Construction Management at Risk Services for Hynes Convention Center Deferred Maintenance and Code Upgrades (R53). The Massachusetts Convention Center Authority is seeking written qualifications proposals for the Hynes Deferred Maintenance and Code Upgrades Project. The MCCA has assessed the existing architectural & building systems, code requirements, emergency power requirements and controls systems and have determined that the best approach to conducting the necessary upgrades is through a phased approach. The proposed 9-phased approach will be to address code and accessibility items, along with architectural systems and envelope components, followed by mechanical assets & systems, as well as to tackle electrical components & systems such as upgrades to emergency power and lighting controls, etc. from late 2024 through March 2029. Due to current event obligations, the Authority has identified nine (9) available shutdown periods with no events and full building available for construction, which will be phased. The MCCA will use the CM at Risk, M.G.L. c. 149A for this procurement. The facility architecture and building systems are reaching the end of their useful life, requiring intervention to address and upgrade deteriorating systems, conditions and components to extend the service life of the Hynes Convention Center facility. Estimated Cost $52,000,000. Contractor Qualification DCAMM Certificate Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000. Questions or requests for information, clarification or interpretation of the Request for Qualifications documents must be submitted in writing to bflynn@massconvention.com and must be received no later than 8/2/24 @ 4:00 P.M. The Authority is prequalifying firms interested in providing public CM at Risk services for the project through this RFQ process. This Request for Qualifications ("RFQ") is the first phase of a two-phase procurement process as set forth. Respondents must give complete and accurate answers to all questions and provide all of the information requested. Respondents cannot alter the text of the forms or schedules in any way The applicable Minority participation and workforce utilization percentages are 4.2 %. The applicable Women participation and workforce utilization percentages are 8.8 %. The Commonwealth and MCCA encourages and monitors the participation of Service-Disabled Veteran-Owned Business Enterprises ("SDVOBE") and Veteran Business Enterprises ("VBE") on its construction projects. The benchmark for SDVOBE and VBE participation on the Project is 3%.
