Renovation of a municipal facility in Mandeville, Louisiana. Completed plans call for the renovation of a municipal facility.
St. Tammany Parish Government requires Contractor to provide all labor, personnel, equipment, tools and materials required to remove and replace the HVAC chiller plant located at 21454 Koop Drive - Building B, Mandeville, LA 70471. Work shall include, but not limited to: Contractor shall remove old air-cooled chill water system and install a new 225-ton Trane air cooled chill water system or equivalent. Contractor shall remove old chill water pumps and install two new 7.5 HP chill water pumps, equivalent to existing pumps listed below to accommodate newly installed air cooled chill water system. Brand/Model: Marathon M410 (213TTFW7047) Horsepower: 7.5 RPM: 1750, 3 Phase, Volt: 208-230/460, Hertz: 50,60, Enclosure: TEFC, Frame: 213JM, Number of Speeds: 1, The new air-cooled chiller size is required to have a minimum nominal capacity of 225 tons to replace the existing unit. The unit must also meet Energy Star Efficiency Requirements and Standards. The basic specification details of the existing unit must be equivalent as the minimum HVAC performance level for the replacement chiller is listed below: Manufacturer: Trane RTAC 225 460V 3 Phase, 134A service Minimum Nominal Capacity: 225 tons Contractor must mount the new chiller on an existing concrete pad. Contractor shall install new electrical wiring from the existing electrical panel and connect to the new chiller and chill water pumps. Contractor must also reconnect the existing controls to the new chiller and chill water pumps and ensure complete compatibility and proper working order. All old wiring, conduit and components must be removed and disposed of by the Contractor. Contractor shall install new chilled water piping from the existing chill water pump valves and connect to the new chiller. Contractor must test all new pipe and fittings. Contractor must insulate the chilled water piping with foam glass insulation to match existing insulation requirements. Old piping shall be removed and disposed of by the Contractor. Contractor must provide a proposal that includes the removal, installation, and startup of a new chiller and pump. Proposal must also include all labor costs, any equipment rental, and permit fees. All disturbed areas impacted by project work shall be returned to as good or better condition than found. Prior to payment, Contractor shall provide training and a detailed walk through with the owner's representative(s) explaining the functional components and troubleshooting techniques. This training shall include instructions on how operate the new chiller and any newly installed associated equipment. Additionally, and prior to payment, Contractor shall provide manufacturer's standard limited warranties covering the chiller and the compressor (compressor must have a four (4) year parts warranty) and associated newly installed equipment against failure resulting from normal use. Contractor shall provide a one (1) year parts and labor warranty for their work. A Bid Guarantee of five percent (5%) of the amount of the total Bid, including Alternates, must accompany the Proposal and, at the option of the Bidder, may be a cashier's check, certified check or a satisfactory Bid Bond. The Bid Guarantee must be attached to the Louisiana Uniform Public Work Bid Form. No Bid will be considered unless it is so guaranteed. Cashier's check or certified check must be made payable to the order of the Owner. Cash deposits will not be accepted. The Owner reserves the right to cash or deposit the cashier's check or certified check. Such guarantees shall be made payable to the Parish of St. Tammany. Question Deadline 08/09/2024 at 2:00 PM CT Questions or concerns must be submitted in writing to the Procurement Department seven (7) working days prior to the bid opening date. Any questions or inquiries received after the required deadline to submit questions or inquiries will not be answered. The successful Bidder understands the limited contract time in the contract is two hundred forty (240) calendar days, and shall submit any request for an extension of time in accordance with the General and Supplementary Conditions. Said request will reflect the days requested and the reason for same. No extension request is guaranteed or absolute. The Owner reserves the right to reject any or all Bids for just cause in accordance with the Public Bid Law, LSA-R.S. 38:2214(B). Incomplete, informal, illegible, or unbalanced Bids may be rejected. Reasonable grounds for belief that any one Bidder is concerned directly or indirectly with more than one Bid will cause rejection of all Bids wherein such Bidder is concerned. If required, a Bidder shall furnish satisfactory evidence of its competence and ability to perform the Work stipulated in its Proposal. Incompetence will constitute cause for rejection. If the Parish determines that the bidder is not responsive or responsible for any reason whatsoever, the bid may be rejected in accordance with State law.
