The City of Ogallala is seeking proposals to select a contractor to operate, maintain and manage the City's Water and Wastewater Facilities. The purpose of the envisioned Agreement is to select a contractor to operate, maintain and manage the City's water and wastewater Facilities. The City also wants to enable the selected contractor to provide technical input for future repairs and improvements and to provide such operations services in a cost effective, responsive, and efficient manner. The contractor is also to implement specific and approved capital projects proposed by the contractor and approved by the City. Such implementation of capital projects shall not be exclusive to the contractor and shall comply with Nebraska bid laws. The contractor is also expected to perform and/or manage capital projects in emergency situations where time is of the essence. The City's ultimate objective is in maximizing benefits for its citizens from this effect while causing minimal, if any, negative impacts on the current City or contractor employees. In addition, the City will be seeking operational and maintainable suggestions for the City engineer to consider regarding the additions of water service facilities (water and wastewater) that are planned and needed to perform future services to the City residences and businesses due to growth or changed regulations. The City also reserves the right to expand the scope of services to include additional responsibilities. Throughout the term of the services by the contractor to the City, the contractor is expected to recommend opportunities to be innovative and to cause additional positive impact on the operations, the citizens and the City, including items that will produce savings as well as improve the water quality and be responsive to tighter regulatory requirements at a future date, if such occur. Such improvements and innovations should improve the quality and response to services and save the City money over the long term while operating in compliance with the permits and treatment rules and regulations. The method of pricing services for operating and maintaining the future additions of wastewater facilities shall be summarized in a manner that enables the City selection committee to evaluate fairness, innovation, resourcefulness and likely terms and conditions that will allow the sole source additions of these future plans to the ongoing management role of the contractor. The ultimate objectives of seeking a contractor to operate the current and future water and wastewater facilities are to save the City money, operate in compliance, provide proper maintenance, and to consider innovations to lower the capital and operating costs of the facilities. In addition, the City wants to limit its exposure to risks from operator errors regarding the compliance of the treatment aspects of the wastewater system. The price for these services to operate future water service facilities and associated infrastructure will be negotiated after selection and clarification of the scope of services and terms and conditions of the Agreement.
