Site work, paving and renovation of a mixed-use development in Falmouth, Massachusetts. Conceptual plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Sources Sought Notice: Parking Lot Repaint Opportunity Introduction/Background: The NMFS Laboratory in Woods Hole, Massachusetts, is seeking a contractor to repaint the lines and handicap spaces in its parking lots. The scope of work includes cleaning parking lots, sidewalks, and stairs, as well as marking and restriping parking lines at two locations: the main parking area around both buildings at 166 Water Street (approximately 19,000 square feet) and a location at 22 Albatross Street (approximately 8,000 square feet). Contractors must be knowledgeable of all contract requirements, verify all dimensions and equipment prior to quoting, and relocate any obstacles as necessary. Demolished materials must be removed and disposed of legally offsite. The National Marine Fisheries Service (NMFS), part of the National Oceanic and Atmospheric Administration (NOAA), oversees the project. Technical Specifications: General Requirements Contractor must understand all contract requirements and site conditions. Compliance with all applicable codes (NFPA, NEC, IBC, BOCA, etc.). Contractor responsible for security arrangements for materials, tools, and personnel. Protect and safeguard all work in progress until final government acceptance. Adhere to professional industry standards and applicable codes for construction. Contractor to take field measurements. Specific Tasks Task 1: Clean and Restrip Parking Lot Ensure parking lots are dust and dirt-free prior to re-striping. Clean parking lots, sidewalks, and stairs by the Aquarium building. Mark and restripe parking lines at both locations. Match parking spaces and layout to previous designs, including handicap spaces as per ADA requirements. Use traffic paint matching specification TTP-1952D. Access to Work Site Comply with NEFSC Woods Hole security regulations. Government may close the job site during emergencies or security issues. Government may exclude objectionable contractor employees. Personal effects of personnel may be inspected when entering or leaving the facility. Final Acceptance and Inspections Inspections by NEFSC facilities maintenance supervisor (TPOC). Correct any deficiencies prior to final billing. Contractor to notify government upon work completion for final acceptance. Existing Conditions Report discrepancies between existing conditions and SOW/drawings to TPOC. Verify completeness of bidding documents and report any discrepancies to TPOC immediately. Job Site Protections Protect all property and repair any damage caused during the project. Maintain cleanliness and dispose of debris legally and promptly. Prevent dust, moisture, and debris from spreading. Comply with Federal, State, and Local regulations. Period of Performance Start date to be coordinated with TPOC. Complete work within 30 calendar days from the notice to proceed. Submittals Schedule, Material Safety Data Sheets (MSDS), and Safety Plan to be submitted within specified timelines after NTP. Place of Performance National Marine Fisheries Service/NEFSC, 166 Water Street, Woods Hole, MA. Government Furnished Materials Electrical power and water will be provided at no cost to the contractor for work-related purposes. Delivery, Storage, Handling, and Protection Deliver materials in original, unopened containers with manufacturer's instructions. Properly store materials according to manufacturer's guidelines. Replace any damaged materials at contractor's expense. Protect surrounding structures and areas during the project. Quality Control Submit manufacture cut sheets and specifications for materials. Work must comply with manufacturer's installation guidelines. Provide labor, materials, tools, and supplies as required. Adhere to construction industry standards and codes. Provide onsite supervisor contact information to TPOC. Warranty Submit a five-year warranty covering labor and materials. Provide manufacturer's warranty. Use of the Premises Secure TPOC approval for parking, facility access, storage of materials, and security measures. Observe all federal holidays and adhere to smoke-free campus policies. Work hours: 7:30 AM - 4 PM (M-F). Workmanship Work must be of the highest quality, following manufacturer's specifications and applicable codes. Quality Assurance Comply with manufacturer's specifications and details. Ensure experienced workmen are regularly engaged in similar work. Site superintendent must be present at all times during work. Submit any substitution requests to TPOC for approval. Facilities and Controls Remove debris and trash promptly and legally. Comply with environmental pollution prevention regulations. Report hazardous situations to TPOC and regulatory agencies. Perform daily cleanup and maintain a clean and safe project area. Safety Ensure compliance with OSHA, NEC, NFPA, and EPA regulations. Submit a safety plan five days before work begins. Maintain a safe environment for facility occupants and the public. Provide necessary safety measures to prevent accidents and injuries. Job Conditions, Cautions, and Warnings Keep Material Safety Data Sheets (MSDS) onsite at all times. Obtain TPOC approval for hazardous materials used onsite. Comply with regulations for hazardous materials storage and usage. Personnel Provide proof of US citizenship or legal status for all on-site employees. Do not employ personnel with felony convictions or narcotics records. Complete security investigations for all employees working at Woods Hole. Submission Instructions: Interested parties should submit their capabilities to meet the requirements outlined above by [19 JUL 2024]. Responses should include a description of their related functionality and capabilities and any additional information relevant to the work to be performed.
