Bedford County Public Schools (BCPS) is issuing this Request For Proposals (RFP) soliciting under the Public-Private Educational Facilities and Infrastructure Act (PPEA) to receive competing proposals for removal and replacement of the HVAC system and partial roof replacement at Stewartsville Elementary. BCPS is interested in innovative ways to accomplish this task that will provide a safe learning environment. Provide labor, material, equipment, supervision and required design to replace the existing HVAC with new and tie into the BCPS BAS system. This would include 10 Roof top units on the various wings of the school. It would not include replacing any existing PTAC units but we would want the controls for those units integrated in the new BAS. BCPS is open to going away from the steam system for heat if there is a better method that is more cost effective available. The electrical system would also need to be examined to make sure it could handle any new systems installed. Any electrical upgrades needed should be included in the scope of work. BCPS is also interested in having the EPDM roof replaced over the SouthWest wing that houses the cafeteria and some classrooms. The following information is provided to allow for interested vendors to gather a general understanding of what BCPS is planning. It is expected any interested vendor that proposes on this project will use their knowledge and experience to develop a plan to generally incorporate the outlined needs. BCPS is interested in innovative ways to accomplish these plans that are practical and cost effective. Proposing vendors would need to provide their own Engineering or partner with a firm for any drawings and design required by the Building Official of Bedford County. It will require close coordination with School officials to accommodate normal school year operational schedules. Time must be included in the schedule to allow school staff to complete preparations for the start of school at the end of each summer. Plans must include consideration of students occupying the current site as construction progresses. The school staff will also require some time to relocate all material and equipment between areas of the building, including technology equipment. It is the responsibility of each prospective offeror to inquire about and clarify any requirements of the Request for Proposal that is not understood. If any prospective offeror has questions regarding any of the solicitation documents, the prospective offeror shall contact the designated contact personnel no later than July 18, 2024 and all answers will be provided by 3 business days later. Any revisions to the solicitation will be made only by addendum issued by BCPS. Oral or other interpretations or clarifications will be without legal effect.
