2024 -2027 Engineering Services The Terrace Heights Sewer District (District) is requesting statements of qualifications and performance information from qualified firms interested in providing professional engineering services for the 2024-2027 calendar years, in connection with District projects. Anticipated civil engineering needs include the preparation of construction documents for sewer main installations, comprehensive planning, district engineering services, developer plan reviews, construction administration, funding applications, rate studies, mapping and miscellaneous sewer projects. Funding for these proposed projects may come from various federal, state, and local sources to include Public Works Board (PWB) and Ecology Water Quality State Revolving Funds (SRF). Other potential services include troubleshooting, design, and programming of PLC, HMI and SCADA upgrades. Services related to PLC, HMI and SCADA troubleshooting and upgrades will be scored separately and may be awarded to a separate firm; firms are not required to submit on both civil engineering and PLC, HMI and SCADA upgrades to be considered. Qualification statements will be reviewed, placed on file for the 2024-2027 calendar years, and used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Interested firms shall note that the District will base their selection on firms that specialize in providing municipal engineering services. The criteria used in the selection process will include: 1. Knowledge of, and past relationship with, the District. 2. Experience in areas of need. 3. Physical proximity to the District. 4. References.
