Requesting bids for the removal of trees infected with Emerald Ash Borer within Plamann Park. An alternate bid is requested for the removal of the infected trees along the CE Trail. Plamann Park is a 257-acre county park located at 1375 E Broadway Dr. in Appleton, WI. Due to Emerald Ash Borer, many trees are infected and need to be removed. We are seeking a contractor to remove the infected trees and stumps. Approximately 52 trees have been infected and are planned to be removed. Some trees have already been removed by the County with the stump left in place. There are approximately 199 stumps that are planned to be removed. Reference the map of Plamann Park that highlights the areas for tree removal. Scope of Work The Contractor shall supply all materials, labor and equipment for a complete job to include all tasks as referenced under each scope of work. Additionally it will be the Contractor's responsibility to contact Digger's Hotline regarding the location of underground utilities. The pricing will be lump sum per each tree removal, per each stump removal and per square foot for site restoration (not including restoration from stump removal). A contract will be issued no later than end of day August 28th. The awarded contractor must file all bonds and insurance and return the signed contract by end of day September 12, 2024. The awarded contractor will be given 109 calendar days (to December 31, 2024) to achieve substantial completion of the project. Liquidated damages will be assessed to the Contractor at a rate of $100 per calendar day for each past the listed substantial completion date for each. Each bid submitted must be accompanied by a bid bond prepared on the surety's standard form duly executed by the bidder as principal and having as surety thereon a surety company licensed in the State of Wisconsin, in the amount of five percent (5%) of your total bid price, payable to the owner as a guarantee that if the bid is accepted, the successful bidder will execute and file with the owner within ten (10) days from the date the lowest responsible bidders bid is accepted, the required insurance certificate, a performance bond and a labor and material payment bond equal to the contract sum, for the faithful performance of this project, and for the complete payment of all persons either performing labor or furnishing materials for the completion of this project and sign the contract referenced in Section 7.0. If the bidder fails to file such insurance certificate, bonds or sign the contract within ten (10) days from the notification of award, the bid security shall be forfeited to the owner as liquidated damages. Attorney's-in-fact who sign bid bonds, performance bonds, labor and material payment bonds must file with each bond a certified and currently dated copy of their power of attorney. Failure to submit a bid bond will result in the rejection of your bid.
